The one-window integrated service optimized the online examination and approval service system, and the examination and approval items for construction projects were further reduced from 135 to 100. Construction licenses are not required for construction projects with an investment of 1 million yuan or a construction area of less than 500 square meters. The project risk matrix should be established based on factors such as the nature, scale, and technical difficulties of projects. Power grid enterprises will handle users' applications for power access through one-window acceptance. The application of low-voltage small and micro enterprises for power access can be completed by going through two procedures, i.e., signing and electricity connection within a total time period of no more than eight working days. Low-voltage small and micro enterprises can achieve zero investment in the construction of external electrical connections. For small and micro enterprises with a power consumption capacity of no more than 160 kVA, the low-voltage connection is adopted. For eligible taxpayers in the whole industry, we will implement the refund of excess input tax credits, develop the whole-process electronic refund system, and realize paperless and automatic tax refund handling throughout the whole process.

Simultaneously, piloting direct pickup of imported goods at ships and direct loading of exported goods upon arrival at ports to carry out pilot reform of the Two-step Declaration and Two-stage Access.

Chongqing will pilot the mode of "departure confirmation" of water transport transfer so that enterprises can simultaneously handle customs transfer and port tallying, improving the efficiency of transfer of river-sea multi-modal transport.
Additionally, the city will encourage ports to charge at a one-stop transparent price, promote the reduction of operation and service charges in customs clearance, freight forwarding, shipping agency, logistics, warehousing, and port services, and improve the electronic level in the whole process.
Chongqing will steadily open the Shanghai-Chongqing fast water transport channel, and carry out the two-way interaction pilot project of supervision and inspection instruction information and port operation relying on the Single Window of international trade to realize real-time inquiry of goods at ports and accelerate the construction of smart ports in Chongqing.
