According to the news from the Chongqing Hi-tech Industrial Development Zone (Chongqing Hi-tech Zone) released on October 12, the Western (Chongqing) Science City has been endeavoring to put the 14 clauses for enterprises into action recently. It opened High-tech Cloud Classes and launched start-up loan packages to promote work/production resumption. These moves are effective, ushering the maintenance of employment and encouragement of start-ups into a new stage.
Some companies engaging in machine manufacturing were worried that the application process for subsidies would be time- and effort-consuming. After thorough investigation, the Government Affairs Service and Social Affairs Center of Chongqing Hi-tech Zone found such worry was common. Therefore, it asked the staff of social insurance-related departments at the town- and sub-district levels to visit companies and give instructions on how to apply for the post-subsidy. With such help, the mentioned company secured 45,000 yuan at long last.
This is just an epitome of the Western (Chongqing) Science City’s efforts to implement the 14 clauses for enterprises. As of now, the total reduction, exemption, and deferral of corporate social insurance premiums have reached 120 million yuan; employment subsidies, including the ones for recruitment and talent-retaining, have been 8,033,800 yuan.
The Western (Chongqing) Science City has also been actively building the bridge to link job-seekers and companies. It has already sponsored 34 online job fairs, allowing 161 companies to recruit 52,000 people. The special job fairs for the disabled, graduates, and veterans opened 1,000 odd posts and reached over 800 employment intentions.
Additionally, the Western (Chongqing) Science City released the start-up loan packages, encouraging the public to start businesses and maintain employment. Wang Xiao, who lives in Huxi Sub-district, said his employer closed his company for the COVID-19 pandemic when he heard the Hi-tech Cloud Classes recommended by the local social insurance department. “I learned photography and looked forward to opening a workshop. However, the lack of experience and capital stopped me. Teachers in the live-streaming classes detailed occupational planning, start-up projects and difficulties, application processes for guaranteed loan and start-up subsidy, etc.” Wang was happy to see that the Chongqing Hi-tech Zone improved the loan’s maximum limit for individual entrepreneurs to 300,000 yuan. He has submitted the application for the start-up guaranteed loan.
The Hi-tech Cloud Classes has been carried out for 13 sessions already, serving more than 30,000 people. The Western (Chongqing) Science City has reviewed and processed 38 million yuan worth of applications for the start-up guaranteed loan, which supported many entrepreneurs.
