Chongqing High-Tech Industrial Development Zone (Chongqing High-Tech Zone) Government Affairs Service and Social Affairs Center signed a strategic cooperation agreement with China Post, China Telecom, and some banks on December 8.

By maximizing an extensive and technologically advanced network service system of China Post, China Telecom, and signed banks, the cooperation agreement enables Western (Chongqing) Science City to take the lead in launching a new model of government affairs service agent points, facilitating citizens who need to apply for government affairs.
A leader from the Center introduced that the Center has completed 1,403 items through one-stop service and single window, 1,171 items "without the need for a second visit," 240 items "without submitting application materials," and 109 items featuring "one visit for one item."
In addition, the Center has taken the lead in establishing standard service halls in districts, towns (sub-districts) and villages (communities) across Chongqing, and providing services including reservation, more time permission, door-to-door services, assistance in the application process, agent service in the application process and priority service, thereby promoting the business environment of Western (Chongqing) Science City.
Next, the Center will set up its agent points in shopping malls, railway (long-distance bus) stations, and convenience stores, delegate administrative power to those aforementioned places, and promote self-service machines in proper places to facilitate enterprises and citizens.
Moreover, the Center will implement Scientific Government Affairs action plans. On the one hand, a government affairs database and electronic archive will be created to achieve paperless certificates and electronic enterprise seals by utilizing big data and intelligent technologies.
On the other hand, the first intelligent approval system of "one integrated license" across Chongqing will be created to facilitate enterprises and citizens to apply for licenses without going to service halls and to promote manual approval to intelligent approval.
