During the Thirteenth Five-Year Plan period (2016-2020), Chongqing's open economy has continued to grow and has seen its open passage function system’s continuous development.
Starting from the eastbound Chongqing-Ningbo Train, the Chongqing-Ningbo Channel serves as a Public Platform for the Sea-Rail Combined Transport System, jointly created by Chongqing Transportation Group and Ningbo Zhoushan Port Group.

Through consolidating Chongqing’s role in the Yangtze River’s golden waterways, the promotion of seamless connection of Chongqing-Ningbo Rail-Sea Combined Transport and China Railway Express to Europe, Shanghai-Chongqing Express Line, Water Shuttle Bus, and Wujiang container liner two-way transportation, and other new modes are also currently underway. These promotions give full play to the role of Chongqing as a radiating tributary of the Yangtze River.

Moreover, the westward China Railway Express to Europe contributes to the development of the Belt and Road Initiative. With customized trains such as “Chang’an”, it actively undertakes sea-rail and air-rail freight transport and has built national collection hubs for Europe-bound mails. Additionally, it has launched the country's first China Post train, with the number of Europe-bound mails almost 1,400 TEU, which accounts for about a third of the total volume of outbound mails. As of November 5, the number of China Railway Express to Europe this year has reached approximately 11,000, reaching 92 cities in 21 countries in Europe.

In terms of the southward New International Land-Sea Trade Corridor (ILSTC) and Chongqing-Guangzhou Train, China has released an implementation plan to promote the construction of the Corridor. A total of 48 railway bills of lading have been issued, and the financing settlement amount exceeded 15.3 million U.S. dollars. Transnational business is already normal for the ILSTC. By using railways, shipping, road, and other transportation methods, different parts of the world can be successfully reached.
Meanwhile, the northward Chongqing-Manzhouli-Russia International Railway has actively promoted the increment of Russian trains. The railway has completed the first test of the Russian backhaul chicken claw cold chain transportation and domestic fruit cabinets exported to Russia, as well as enhanced the cold chain transportation service capacity of Russian trains.
