Chongqing will step up its efforts to develop the blockchain industry and create innovative applications during the 14th Five-Year Plan period (2021-2025).

Introduced by the head of Chongqing Branch of the Office of the Central Cyberspace Affairs Commission, during the 14th Five-Year Plan, Chongqing will make a significant push on the development and management of the blockchain industry from four aspects below.

In terms of the blockchain industry's ecosystem, Chongqing will plan and promote some major projects for technology application and industry development based on major frontier scientific issues on blockchain and create a complete ecosystem for the blockchain industry. For example, Chongqing Big Data Application and Development Administration will promote the blockchain industry's rapid development throughout the city with high standards.

Regarding the distribution of the blockchain industry, Chongqing will work hard to attract some blockchain enterprises with strong innovation abilities and great development potentials to set up R&D centers and headquarters in Yuzhong District Liangjiang New Area.

It will particularly build a Chengdu-Chongqing blockchain sci-tech innovation corridor by maximizing the resources of Chongqing High-tech Industrial Development Zone and the Western (Chongqing) Science City and promote the pilot applications of blockchain plus professional fields in all districts and counties.

Regarding independent innovation, Chongqing will make efforts to improve the capacity for continuous innovation in blockchain technology by building an open, inclusive, and dynamic environment for blockchain innovation. For instance, Chongqing Science and Technology Bureau will increase sci-tech supports by promoting blockchain innovation services agencies' establishment.

When it comes to blockchain technology application, Chongqing will advance blockchain technology's deep integration with the real economy, its deep application in the financial sector, and its extensive application in public services and people's livelihood. For example, the Chongqing Operations Office of the People’s Bank of China will explore more pilot application scenarios to facilitate cross-border settlement and investment and financing.
