Chongqing- Chongqing Liangjiang New Area aims to build carriers for high-standard international innovation cooperation, including the Liangjiang international cooperation center, Europe Chongqing center, and China-Switzerland industrial park, according to a press conference on January 15.

Liangjiang New Area will target to build a national offshore innovation and entrepreneurship base for overseas talents and establish a comprehensive one-stop service to solve their problems and needs, including talent housing, children’s enrollment, medical security, and parents’ pension.  Innovation is the first driving force, and talent is the first resource. Liangjiang New Area will also implement much more open talent strategies and policies during the 14th Five-Year Plan period(2021-2025), which will provide some solid support for creating a high-quality development leading area and a life demonstration zone in the city.

"Liangjiang New Area will also make efforts to promote high-quality development and open up to the world through technological innovation, system and mechanism reform, urban governance", said Wang Zhijie, Executive Deputy Secretary of the Party Working Committee of Liangjiang New Area and Executive Deputy Director of the Administrative Committee and spokesperson of Liangjiang New Area.

Mi Benjia, Deputy Director of the Chongqing Development and Reform Commission, said the Commission would support the priority deployment of major national industrial projects at the Liangjiang New Area, with a target of building a national demonstration zone for high-quality manufacturing development, a national industrial transformation, and upgrading demonstration zone, as well as a new industrialization industry demonstration base.

By 2025, the total human resources of Liangjiang New Area are expected to exceed 1.1 million, and the number of industrial talents will reach 700,000. 

Other measures for introducing talents into the Liangjiang New Area involve enhancing the protection of intellectual property rights. Specifically, this includes opening up the entire chain of intellectual property creation, application, protection, management, and service, and improving the comprehensive management system of intellectual property rights. Liangjiang New Area strives to create a national comprehensive reform pilot zone for the use and protection of intellectual property rights.
