Chongqing — Chongqing Mayor Tang Liangzhi delivered the government work report to the fourth session of the 5th Chongqing Municipal People's Congress in southwestern China's Chongqing Municipality on Thursday.

During the 13th Five-Year Plan period (2016-2020), implementing the new development concept and consisting of high-quality development is a clear development track for Chongqing. So, how has the five concepts of innovation, coordination, green development, openness, and sharing been practiced in Chongqing, and what accomplishments have been achieved with the new development concept during the 13th five-year plan period?

Innovation

Since the 13th Five-year Plan, Chongqing has highlighted innovation in the overall development pattern, especially implemented the strategic plans for the innovation-driven development represented by big data intelligence, actively built "a powerhouse of smart manufacturing" and "a famous smart city," and let innovation be the primary driving force.

Chongqing has accumulatively implemented 2,780 intelligent renovation projects. It has accelerated the construction of the Western (Chongqing) Science City and Chongqing Liangjiang Collaborative Innovation Zone. At present, Chongqing has more than 7000 big data and smart technology enterprises, which will give a strong impetus to high-quality development.

Coordination

Chongqing has conducted active cooperation and integration. It works with Sichuan to jointly promote the construction of the Chengdu-Chongqing Economic Circle upgraded to a national strategy, transport interconnection, people's livelihood services, and a number of cooperative projects. In addition, Chongqing has signed the Framework Agreement on Building the New International Land-Sea Trade Corridor (ILSTC) together with 12 provinces (regions and municipalities) in western China.

Chongqing has built a coordinated development pattern featuring "one area and two clusters." It has also built the landscape that the urban and rural areas give play to their advantages and achieve win-win results.

Green Development

Chongqing has accelerated to become a land of natural beauty, and a city of cultural appeal promoted the harmonious coexistence between human and nature, strengthened the important ecological barriers in the upper reaches of the Yangtze River, and played a demonstration role in boosting the green development of the Yangtze River Economic Belt. 

From the comprehensive improvement of Jingyun Mountain to the ecological protection and recovery of Guangyang Island, Chongqing has strengthened its "Five Actions on Ecological Protection" in clean water, blue skies, green lands, idyll, and tranquility and sped up the governance and improvement of "Two Rivers and Four Riversides." While well-governing forests, Chongqing has introduced the river chief system across the region to manage rivers, reservoirs, and other important water resources.

Openness

Chongqing has propelled all-round development in rail-road-water-air multimodal transport and actively built the integrated three-dimensional traffic network, enabling a smoother and broader opening-up channel. It has also pooled strengths together to oversee the construction of national platforms for development and opening up, such as Chongqing Liangjiang New Area, Chongqing High-tech Industrial Development Zone, and Chongqing Economic and Technological Development Zone.

Chongqing has issued a spectrum of policies and measures to accelerate Chongqing's pace of creating a law-based international business environment and enhancing trade facilitation. Statistics show that the number of enterprises among the Fortune Global 500 has reached 296.

Sharing

Chongqing has solved problems concerned by citizens about education, employment, social security, medical service, housing security, and urban management across the board under the orientation of demands. Therefore, the outcomes of reform and development are shared by more people on an equal footing, from which citizens have obtained a stronger sense of gain, happiness, and security.

Altogether 1,919 poverty-stricken villages have shaken off poverty due to poverty relief and development. A total of 3.62 million new jobs have been offered to the urban population. Moreover, medical care and public health ushers in continuous improvement.
