Chongqing — At the Fourth Session of the Fifth People's Congress of Chongqing on January 21^st, Mayor Tang Liangzhi delivered the Government Work Report. What achievements has Chongqing realized during the 13th Five-Year Plan? Here are the highlights.

During the past five years, the General objectives and tasks of the 13th Five-Year Plan have been completed, and victory is in sight for building a well-off society in all respects.

• The overall strength of the municipality has improved significantly. Regional GDP has reached 2.5 trillion yuan, with an average annual growth rate of 7.2% over the past five years. Per capita regional GDP has exceeded US$10,000, and the total import and export value for Chongqing has increased by 7% annually.

• Poverty alleviation goals and tasks have been completed on schedule, and all 18 deeply impoverished districts and counties have been able to remove the poverty label.

• Efforts to reduce and control pollution continue to be enhanced. Water quality in the Chongqing section of the Yangtze River is excellent, the number of days with good air quality has increased to 333, the average PM2.5 concentration has decreased by 42.1% over five years, and the environment of soil quality has remained stable.

• Action plans for the innovation-driven development strategy led by the intelligentization of big data have made significant progress. Three smart fairs have been held successfully, over 7,000 intelligent big data enterprises have been gathered, 2,780 intelligent transformation projects have been implemented, and the added value of the digital economy in proportion to the total regional GDP has reached about 25%.

• People’s livelihoods continue to gain improvement and security, as the proportion of livelihood expenditure in general public budgets remains around 80%.

• Construction of the Chengdu-Chongqing Economic Circle has enjoyed a positive start. A total of 236 cooperation agreements have been signed, 27 major cooperation projects have been started, and a 35.4 billion yuan worth of investment has been completed.

• Open channels continue to expand. New land-sea channels in the west now reach 260 ports in 96 countries. China-Europe trains (Chongqing-Xinjiang-Europe) have operated more than 7,000 services, and the number of international flights has increased to 101. Chongqing has become the first city in China to possess logistics hubs in both river and dry ports.

• The actual use of foreign capital over the past five years has reached 52.38 billion U.S. dollars. 296 of the Fortune Global 500 have settled in Chongqing, while the influence of the Smart Expo, Western Conference, China-Singapore Financial Summit, and the Chongqing Talent Conference has continued to increase.

• Business environments have continued to improve, with 2.127 million newly established market entities in five years, and 76 listed companies. The added value of the private economy accounts for nearly 60% of regional GDP.
