Chongqing — At the fourth session of the Fifth Chongqing Municipal People's Congress on January 21, Chongqing  Mayor Tang Liangzhi delivered the Government Work Report 2021. The report clearly released Chongqing's Main Objectives and Tasks of the 14^th Five-Year Plan and Long-Range Objectives Through the Year 2035. Meanwhile, The report pointed out that Chongqing will focus on these areas during the 14th Five-Year Plan period (2021-2025).

Main Objectives of the 14th Five-Year Plan

Guided by establishing a new paradigm for high-quality development and life, there will be accelerated construction of important economic centers with national influence, scientific and technological innovation centers, new highlands for reform and opening up, and high-quality living environments. The new development will be realized based on creating a well-off society in all respects. A strong supporting role will be played for new era development promotion in the western region. A leading role is to be played in the joint construction of the Belt and Road, while a demonstrative role will be enacted to promote green development in the Yangtze River Economic Belt.

Long-Range Objectives Through the Year 2035 

Chongqing Municipality will realize fundamental socialist modernization together with the whole country. Total economic volume and the income of urban and rural residents will more than double compared to 2020. The ‘three roles’ of Chongqing will gain more prominence and enter modern international cities' ranks. The distinctive Twin City Economic Circle has become an active growth pole and a strong dynamism source with international influence.

Key tasks during the 14th Five-Year Plan

Innovation

• Persist with innovation-driven development and accelerate the construction of a technological innovation center with national influence.

• Optimize the layout of innovation, and build an important demonstration zone for technological and collaborative innovation nationwide.

• Cultivate innovation, and reach a total of 300 new R&D institutions, 8,000 new high-tech enterprises, over 45,000 science, and technology enterprises, and have scale industrial enterprises with R&D institutions account for 50%.

• Enhance the innovation ecology, implement the Chongqing Talents Program in-depth, strive to exceed 6.6 million people in total human resources, have total R&D expenditure for the whole society account for 2.5% of regional GDP, and raise the contribution rate of technological progress to 63%.

Chengdu-Chongqing Economic Circle

• Build a strong and distinctive Chengdu-Chongqing Economic Circle.

• Promotion the inter-connectivity of infrastructure in-depth, coordinate industrial development, jointly construct and govern ecological and environmental protection, conduct joint progress in reform and opening up, deepen and solidify urban and rural construction, jointly construct and share public services, work together to create a high-level model for regional cooperation and collaboration.

Modern industry

• Accelerate high-quality development in the manufacturing industry and realize an industrial scale of 3 trillion yuan.

• Expand and strengthen the modern service industry, speed up construction of the Western Financial Center, inland international logistics hub, world-renowned tourist destinations, and fundamentally build a national modern service economic center.

• Promote in-depth integration of the digital and real economy, promote coordinated development in smart industry, smart manufacturing, and smart applications, focusing on building an intelligent manufacturing town and smart city.

Opening up

• Implement a higher level of opening up, and speed up the construction of inland open highlands.

• Clear open channels to the outside world, accelerate improvement to the systems of infrastructure, modern logistics, and policy innovation in constructing an inland international logistics hub and port highland.

• Improve the quality of open economic development, and promote trade and investment liberalization and facilitation. Expand markets along the Belt and Road, accelerate the construction of a new open economic system, and strive to take the lead in opening up in the western region.
