According to the Chongqing Development and Reform Commission on February 5, the newly-added livelihood matters involve the renovation of old urban communities, the improvement of community services, the demands of the walkable environment in central urban rail stations, the safety protection projects of rural road, the promotion actions for mass sports, the full coverage of rural community pension services, the reform of street green space projects, the "Labor Harbor" demonstration site construction as well as the education of youth mental health. This is to make up for the shortcomings of people's livelihood and consider the diverse needs of people from different groups.

Furthermore, the newly added livelihood matters this year reveal three characteristics. Through integrating the recommendations from Chongqing Two Sessions, reflecting the actual needs of people in different backgrounds, and highlighting the difficulties and hotspots in the current development of people's livelihood, Chongqing is making efforts to create better living conditions and quality of life for its people.

The annual targets of 15 key people’s livelihood matters of 2020 have been all completed by the end of last year. These include the establishment of rural roads, the nutrition improvement of rural children in poor districts and counties, the management of traffic congestion in the main urban area, the enhancement of elderly care service project, the formation of financial aid for college students from poor families in Chongqing, the development of a long-term mechanism for the medical reform, and the upgrade of centralized care project for disabled and extremely poor people.

The other livelihood matters, including inclusive policies for pre-school education, after-school services for primary and secondary schools, improvement of sidewalks and mountain trails, the construction of public toilet, the building of community sports and cultural parks, the promotion of elderly care services, and the optimized utilization of public rental housing have all met their annual targets and tasks.

Next, the Chongqing Development and Reform Commission will formulate the annual implementation plan for various livelihood matters to ensure each one can be well-managed and effectively promoted. While actively seeking support from the central government, the Commission will optimize and adjust municipal fiscal expenditures to prioritize people’s livelihood funding and needs.
