NPC Deputy Bie Biliang: Performing Duties Based on My Work

"These are two suggestions I will submit this year. Both of them are about my work." Bie Biliang, deputy to the National People's Congress (NPC) and Deputy Editor-in-Chief of Chongqing Publishing Group, said on February 22, before the National People's Congress and the Chinese Political Consultative Conference (the Two Sessions) this year. He still focused on the national economy and people's livelihood, as well as cultural and educational development and has prepared two suggestions.

Over the past year, Bie participated in publishing 100 Questions on Civil Code and People's Lives and other books, winning satisfying sales volume and positive feedback.

"Since last year, I paid close attention to the recycling and utilization of second-hand books and construction of 'four types of omnimedia'. With varied forms of investigations and surveys, I have finished the suggestions." How can we effectively utilize second-hand books and lead the new trend to take care of and use books? Bie thought this deserves pondering.

However, his family members voiced their doubts about such concern: "Given that new books are hard to be sold out, what's the point of following the market of second-hand books?"

Bie believed that good books should inspire empathy from the audience and obtain public recognition, just as what Hi, Mom, a Spring Festival blockbuster, has done. The market of second-hand books is exactly the bellwether of changes in the book market, which is useful for publishing.

Thus, he visited markets of second-hand books and talked to relevant departments and sellers, during which he understood the latter's difficulties in operation and gave suggestions. "Regarding resource conservation, I will suggest that related departments improve regulations on recycling and utilization of second-hand books. For example, these books should be collected by qualified institutions, instead of being sold as waste paper." Bie said that saving should be applied to all fronts of work and life, and recycling used books is a new attempt.
