Chongqing- Chongqing will build a national leading area for smart weather development, a regional meteorological disaster prevention demonstration area, an important ecological barrier meteorological service model area on the upper reaches of the Yangtze River, and a climate economic development model area by 2035.
It is also interesting to know that today marks the United Nations (UN) World Meteorological Day, which is annually held on or around March 23 to remember the World Meteorological Organization’s establishment on that date in 1950. This showcases the essential contribution of National Meteorological and Hydrological Services to the safety and wellbeing of society.
According to the Opinions of the General Office of the Chongqing Municipal People’s Government on Accelerating the High-quality Development of Meteorological Services that issued on March 17, the resolution of disastrous weather monitoring will reach five kilometers by 2025.
Moreover, the spatial resolution of high-resolution numerical forecasts and smart grid forecasts will reach three kilometers and one kilometer, respectively, and the accuracy rate of early warning during heavy rain will reach 92%. Severe convective weather warnings will be issued two hours in advance, and early warning for high-risk areas of meteorological disasters can reach villages, from household to each person.
Introduced by the relevant person in charge of the Municipal Meteorological Bureau, Chongqing will push for “one platform and seven systems”. This includes a “weather + big data” platform, as well as a smart collaborative observation system, high-resolution numerical forecasting system, smart forecasting system, smart weather service system, smart weather service system for agriculture, smart early warning information release system, and smart weather modification system.
In addition, Chongqing is aiming to set up a national western meteorological science and technology innovation highland, including the establishment of a meteorological science and technology innovation center, the creation of a national climate observatory, and the establishment of a key laboratory for the economic transformation of climate resources.
Real applications involve promoting the construction of the national artificial weather modification laboratory and demonstration base, and the Jinfo Mountain comprehensive meteorological observation special test field, etc.
Enhancing the construction of Chengdu-Chongqing economic circle, Chongqing will also focus on the implementation of regional weather disaster joint prevention, ecological environment joint prevention and control weather protection, meteorological services for major infrastructure construction, and meteorological services for the construction of the Bashu Cultural Tourism Corridor.
More importantly, Chongqing will also strive for the deployment of major national policies and projects in the Chengdu-Chongqing economic circle.
“For rural revitalization, the weather also plays an indispensable role,” said the person in charge. “Specifically, we could establish China (Chongqing) pepper industry research and development center, and design a characteristic agro-meteorological service center for citrus, mustard tuber, tea, facility agriculture, and etc.”
Through creating a network of modern agrometeorological observation stations and a sophisticated intelligent service platform for agrometeorological big data, agrometeorological services will cover more than 80% of new agricultural business entities.
