The added value of the service industry in Chongqing Municipality exceeded 1.3 trillion yuan (about 200.8 billion U.S. dollars), accounting for 52.8% of the city's gross regional product in 2020.

Among them, emerging financial and digital services have proliferated. The added value of the former surpassed 220 billion yuan, and that of the latter increased by 21% year on year.

Zhang Zhikui, Director of Chongqing Municipal Commission of Commerce, said that in the next three years, Chongqing will strive to build a leading area for the development of modern service industry in the inland, promote high-quality life and development, and become a national model of all-around and proactive opening-up in the central and western regions.

Technological innovation

Through scientific and technological innovation, Chongqing will build the first service station of medical device innovation and human genetic resources.

It will carry out the pilot on the ownership or long-term use right of scientific and technological achievements, explore the system of rules for cross-border data flow, optimize the guarantee services for research institutions to access international academic frontier networks, and accelerate the development of the digital economy.

International transportation hub

Additionally, efforts will be made to build an international comprehensive transportation hub, speed up the construction of the great outbound corridor, support the granting of the fifth freedom traffic rights, add a new channel for import and export of mail and express parcels, and create a national airport-based logistics hub.

Relying on the national port- and land port-based logistics hub, Chongqing will pilot the services for inbound and outbound goods of China Railway Express.

Consumption promotion

Furthermore, the city will promote consumption, allow foreign-funded travel agencies to carry out outbound tourism business (except to Taiwan), pilot innovation in the display and trading of imported goods, and encourage international performance exhibitions.

Through supporting the pilot of local online game content review, backing up the development of Internet medical care, taking the lead in exploring the formulation of the industry standards for standard compliance rectification of parallel-import cars, Chongqing aims to raise the quality of consumption and expand its capacity.

Western financial center

With a view of building a western financial center, Chongqing will explore ways to lower corporate financing costs, develop green finance and technology insurance, optimize consumer finance, support cooperation with overseas institutions in developing cross-border commercial medical insurance, and explore personalized financial services.

International exchange center

Meanwhile, to build an international exchange center in the central and western regions, the city will relax restrictions on introducing foreign professionals and promoting mutual recognition of work experience.

Relevant colleges and universities will be allowed to purchase and use qualified online education resources and encouraged to explore the introduction of international textbooks on science and engineering and cooperate in running schools with foreign high-level applied technology universities.
