Chongqing - The city averaged 11.3 patent holdings per ten thousand people, a widely referenced intellectual property indicator, in 2020, posting an 8.03% growth year on year, and received a total of 171,000 patent applications year-round, ranking sixth on the Chinese mainland, according to a recent press conference of the Information Office of Chongqing Municipal People's Government.

In the pandemic-hit 2020, Chongqing managed to grant a total of 55,400 patent certificates, among which 7,600 are invention patents, 40,000 are utility patents, and 7,700 are design designs; submitted 363 pieces of patent applications to the international patent system, Patent Cooperation Treaty (PCT); administered a total of 604,000 valid trademark applications, 278 geographical indicators, and 367 Madrid trademark registrations; and registered 34,000 software intellectual property rights, said Su Jian, deputy director of the Municipal Intellectual Property Right Bureau, at the press conference.

Su also mentioned that Chongqing completed the registration of a total of 1,446 scientific and technological achievements, formulated 226 clauses of national and industrial standards, launched 196 new clauses of local standards, released 130 new clauses of local standards and  97 clauses of public organization standards, and published a total of 4,267 clauses of corporate standards currently in effect.

What's more, a total of 3,592 technical contracts have been approved and registered throughout the year 2020, achieving a transaction turnover of CNY15.423 billion, of which CNY5.823 billion come from 1,091 intellectual property rights related contracts. As of the end of last year, the city's 5,021 enterprises have been granted CNY8.324 billion worth of knowledge value credit loan, and 4,594 enterprises have been granted CNY5.3 billion worth of commercial value credit loan.

As for judicial protection of intellectual property rights, the city's courts received a total of 24,400 intellectual property rights disputes in the first and second trials, of which 22,000 are new appeals; adjudicated 22,700 intellectual property rights disputes, with a case conclusion/reception ratio of 103.2%.

The city's procuratorial organs received 42 intellectual property infringement crimes, reviewed and arrested 81 persons, approved the arrest of 49 persons in 27 cases, and vindicated 32 persons in 15 cases. While the Chongqing public security organs filed 459 criminal fraud cases, solved 375 cases, investigated 6 major cases supervised by the Ministry of Public Security, and initiated 19 national joint crackdown cases.

Also attending the press conference were Li Peng, deputy director of the Municipal Publicity Department and director of the Municipal News Publication Bureau and the Municipal Copywrite Administration, Feng Yong, deputy director of the Municipal Public Security Bureau, Sun Hailong, vice president of the Chongqing High People's Court, and Liu Haoyu, deputy director of Chonqing Customs.
