The implementation plan for deepening the reform of streamlining administration and delegating power, improving regulation and upgrading services to optimize the business environment in Chongqing has been issued recently, according to the Chongqing Development and Reform Commission.

The plan puts forward 54 reform tasks and more than 150 reform measures in 18 key fields, including starting a business, tendering, bidding, and obtaining credit, which will effectively improve enterprises’ sense of gain from the reform of the business environment.

To create a convenient market environment, the plan proposes that efforts should be made to optimize services related to enterprise establishment in the business system reform field. The application of electronic business licenses and electronic seals should also be promoted.

Moreover, the reform of "separating permits from the business license" should be deepened, and the system for enterprises’ exist from the market should also be improved.

Relying on credit construction to strengthen the innovation of financial products and improving the financing connection mechanism between banks and enterprises, Chongqing is committed to improving the financing services geared to enterprises from the financing convenience aspect.

Meanwhile, the model of “Internet plus bidding” will be further promoted in the bidding field. As a result, the cost of participation in the bidding process will be reduced, a fair and effective complaint mechanism will be established, and the supervision over the whole process will be established strengthened.

To create an efficient government environment, the plan proposes promoting the convenience of administrative approval services in the government service field and accelerating the promotion of "inter-provincial government services".

At the same time, the customs clearance model reform should be deepened in the cross-border trade field, the logistics operation and organization model should be optimized, port charges should be guided and regulated, and regional collaboration on cross-border trade facilitation should be upgraded.

To build a fair and just legal environment, the plan also proposes promoting the oversight model through “the random selection of both inspectors and inspection targets and the prompt release of results” in the market supervision field, strengthening credit supervision, enhancing the “Internet plus supervision” model, exploring the implementation of inclusive and prudent supervision, and striving to improve intellectual property services in the intellectual property field to strengthen the comprehensive protection of intellectual property.

Chongqing facilitates establishing “smart courts” in the contract enforcement field to improve trial and enforcement efficiency. Furthermore, in the bankruptcy procedure completion field, Chongqing improves the efficiency of hearing bankruptcy cases, reduces the disposal costs of bankrupt enterprises, and upgrades the supporting mechanism for handling bankruptcy.
