As per the requirements of "green nature, bountiful resources, and rich cultural heritage," Fengdu County is accelerating the building of "a county with a hub and four bases," putting the county's economy and society on track towards high-quality development.
It's a county that stands ready to rise above any daunting challenge. Its ninety-five poor villages have shaken off poverty, making it one of China's second and Chongqing's first batch of districts and counties whose poverty alleviation has passed national assessment and acceptance.
It's a county where ecological harmony and a beautiful environment are realized. Nantian Lake has been successfully established as a national tourist resort, Longhe River has become Chongqing's first demonstration rivers and lakes, and Lvchunba Village of Sanjian Township has been bestowed the award of "Top Ten Most Beautiful Ecological Villages in China of 2020."
It's a county where industries are thriving. It is home to the largest laying hen incubation base in southwest China and a national agricultural (beef cattle) sci-tech park.
Nantian Lake formed during the Himalayan movements about 25 million years ago. With an area of five square kilometers, it is the highest and largest natural lake across Chongqing. With Nantian Lake as the centerpiece, Nantian Lake National Tourist Resort has an altitude of 1,400-2,000 meters and an average summer temperature of 20℃, making for a perfect getaway for 300 days in a year. Besides, it is home to Chongqing's largest primeval forest with the highest altitude and Chongqing's best-preserved alpine wetland, giving rise to a forest coverage of 90%.

Thanks to the elaborate and scientific research and planning, Nantian Lake National Tourist Resort, about 160 kilometers away from the city proper, opened to the public. It has become a comprehensive resort service center with a building area of 24,000 square meters that integrates tourist distribution, tourist services, big data management, and administrative management. Meanwhile, taking the two types of characteristic resources of forest and lake as the basis and spring flowers, summer resort, autumn leaves, and ski in winter as the mainline, Nantian Lake National Tourist Resort has developed diverse holiday products such as sports and fitness, leisure and entertainment as well as wellbeing and recuperation. Notably, it has built Southwest China's largest and Chongqing's most professional alpine ski field.

Upgraded to a national tourist resort, Nantian Lake will promote the focus of Chongqing's tourism from sightseeing to holidaying and inject new vitality into the high-quality development of Chongqing's tourism. Meanwhile, it is also of great significance for Chongqing to upgrade the tourism products and complete the tourism system and profoundly impact the long-term development of Chongqing's tourism.

On July 1, the brand-new upgraded Nantian Lake National Tourist Resort was reopened to the public. Specifically, the infrastructure has been improved, the environmental improvement project implemented, well-known characteristic delicacies introduced, China's longest, most intelligent, and fastest rail sled built, and popular photo spots and diverse leisure projects newly added. Moreover, the Third Nantian Lake Refreshing Beer Camping & Music Carnival is slated to be held. An upgraded national tourist resort with more prominent leisure and entertainment characteristics will be built with these efforts.

"Breeding a beef cattle can make a profit of about 4,000 yuan. The profit can be higher if female cattle give birth to a calf. Even the cow dung can be sold to organic fertilizer enterprises," said Fu Tibi, a national role model in poverty alleviation of Qinbanggou Village, Shizhi Town, who gets rich by breeding cattle.

Now, a whole industrial chain for beef cattle integrating forage grass planting, feed processing, variety breeding, ecological breeding, intensive processing, marketing and sales, scientific and technological research and development, and dung and sewage utilization has been formed. The comprehensive, coordinated development and in-depth integration of the primary, secondary and tertiary industries associated with beef cattle have been realized. Over the past years, Fengdu County has relied on Chongqing Hondo Agriculture Group and other leading enterprises to promote the beef cattle breeding model integrating "scale cattle farms, family pastures, and free-ranging by individual farmers" and helped local farmers raise income. Now, a whole industrial chain for beef cattle integrating forage grass planting, feed processing, variety breeding, ecological breeding, intensive processing, marketing and sales, scientific and technological research and development, and dung and sewage utilization has been formed. The comprehensive, coordinated development and in-depth integration of the primary, secondary and tertiary industries associated with beef cattle have been realized. Fengdu Beef Cattle and Hondo have been recognized as well-known trademarks in China, and the former has become a public brand in the agricultural region across the country. Fengdu County has been rated as a national demonstration zone for the quality and safety of exported food and agricultural products (beef cattle), and the capital of beef cattle in China enjoys a growing influence.
In September 2020, Fengdu Mala Xiongdi Food Co., Ltd successfully produced its first long-preserved sample of chicken with chili and wild pepper sauce using a new preservation technology developed by Southwest University Fengdu Food Industry Collaborative Innovation Center.
"I was very happy. Previously, the vacuum-frozen local specialty had a shelf life of 3-7 days. As we have solved the technical problem of long-term storage and extended the shelf life to nine months, more people from all over the country can taste the specialty food of Fengdu County." Dong Rongkui, production director of the enterprise, added that it is on the express train of collaborative innovation of industries, universities, and research institutes to make such a breakthrough in growth.
Fengdu County actively promotes the establishment and operation of Southwest University Fengdu Food Industry Collaborative Innovation Center, jointly constructs the industry-university-research institute collaborative innovation system, assists enterprises to apply for the construction of a research and development platform, overcome technical difficulties and train technical talent, and builds a food processing industry cluster.
At present, Fengdu County's large-scale livestock and poultry production capacity ranks top in Chongqing, accounting for 55% of the total in the city. The unit production capacity of Hondo Beef Cattle and DQY Ecological Laying Hens ranks first in the city and even in Asia. The county has five standardization demonstration farms, of which Huayu Laying and Breeding Hens Farm and DQY Ecological Laying Hens Farm rank first in Chongqing in terms of standardization, mechanization, and intelligence.
The total installed capacity of wind power in Fengdu ranks first in Chongqing. The mountaintop windmills turning round in the wind, the photovoltaic panels shining in the sun, the Lizi Bay pumped storage hydropower station under construction, the biomass power plant that realizes the virtuous cycle of agriculture-industry-agriculture.
By adhering to the green development strategy and relying on its resource advantages, Fengdu County has ushered in the rapid development of the clean energy industry in recent years. As of the end of 2020, the county's total installed capacity of wind power, photovoltaic power, small hydropower, and biomass energy stations reached 408MW. By the end of 2021, it is expected to achieve a 100% clean energy supply in the county.
Standing at the Huishanping Wind Farm, you'll see that the "silver wire" of green wind power is winding among the mountains. The average altitude here is 1,850 meters, and the annual average wind speed is 6.5 meters/second. The annual equivalent utilization hours of wind farms are 2,367, saving 60,800 tons of standard coal and reducing 167,300 tons of carbon dioxide emissions every year. In addition, Fengdu County has more wind power projects, such as Lianhua Mountain Wind Farm. As of the end of 2020, the county's cumulative installed capacity of wind power reached 254 MW, ranking first in the city.
In Group 4, Baojiasi Village, Xingyi Township, orderly rows of blue photovoltaic panels continuously inject green electric energy into the power grid. Based on the photovoltaic industry, Fengdu County has comprehensively developed modern, efficient agriculture, promoted the model of photovoltaic plus planting, and diversified the business forms of agriculture. At present, there are 59 distributed photovoltaic power stations in Fengdu County. In 2020, the total generating capacity exceeded 2.06 million kWh. Compared with thermal power stations with the same generating capacity, they save 800 tons of standard coal and reduce carbon dioxide by 2,100 tons every year, equivalent to planting 110,000 more trees.
As a major priority reserve project in the 13th Five-Year Plan for China's Western Development Strategy and one of the municipal government's major projects that commence the construction in 2021, Chongqing Lizi Bay Pumped Storage Hydropower Station Project, located in Lizi Township, Fengdu County, has a designed annual generating capacity of 837 million kWh and a pumped storage capacity of 1,116 million kWh. At present, on-site investigation and interior design are progressing smoothly. Upon completion, the second one in Chongqing after Panlong Pumped Storage Hydropower Station can effectively optimize the city's power supply structure and relieve the peak load regulation pressure of the city's power grid. It also has vital strategic significance for the development load and ultra-high voltage power grid in the central and western regions.
Adhering to the concept of ecological priority and green development, Fengdu County strives to ensure the safe and efficient operation of the completed clean energy projects following the central government's arrangements on carbon emissions peak and carbon neutrality. At the same time, the county will make good planning and guidance, plan to attract a number of clean energy projects to settle down, and strive to build a ten billion-yuan clean energy demonstration base in Chongqing by 2035.
