To accelerate the construction of key projects, Chongqing High-tech Industrial Development Zone has explored and implemented the "Project Chief" Mechanism for Key Projects and has achieved encouraging results so far, according to the Zone's Reform and Development Bureau on August 16.

The Zone selected 20 key projects with a significant investment scale and a solid leading force from 395 projects and appointed an official of the administrative committee as the project chief to accelerate the construction progress of critical projects.

The 12" power semiconductor wafer production line project of CR Micro is one of the key projects implementing the project chief accountability system. With a total investment of 7.5 billion yuan, it plans to build a domestic enterprise's first 12" power semiconductor wafer production line.

Before the official launch of the projects, the project chief organizes such authorities as environmental protection, emergency, and health to serve in advance and guide the project owners to carry out an environmental impact assessment, safety assessment, occupational health assessment, bidding preparation, etc., greatly shortening the processing time of various prepositive procedures.

In addition, under the overall planning of the project chief, all departments of the Zone actively provide whole-chain services for the project owners according to their responsibilities.

"Thanks to the high-quality service for the whole chain brought by the project chief accountability system, we have decided to invest an additional 4.2 billion yuan to build a power semiconductor encapsulation base, including the two major process production lines, namely power semiconductor encapsulation testing and advanced encapsulation testing. The design capacity of encapsulation reaches 2.2 million power semiconductors per month," said a representative from CR Micro.
