He said that the construction of ecological civilization in China had undergone historical, transitional, and holistic changes from awareness to practice. It has entered a critical period in which we take carbon reduction as the key strategic direction and strive for a reduction in pollution and carbon at the same time and comprehensive green transformation of socio-economic development, thus achieving a transformation from quantitative changes to qualitative changes in the improvement of ecological and environmental quality. To break the normal form of industrial civilization, we must find the sources of new-level energy and conversion methods and break the unstable energy mix based on limited fossils.

Before making major technological breakthroughs and using up all resources, he said that we must attach greater importance to the relationship between man and nature. Based on carrying forward the advanced productivity of industrial civilization and exploring the vitality for surviving competitions, we must abandon the development concept of separating man from nature, adopt scientific spirit, methods, technology, and management in ecological civilization construction and pursue green development with the keen determination to rise to the "once-in-a-century changes."

Wang Weiguang, Standing Member of the 13th CPPCC National Committee and Director of the Ethnic and Religious Committee of NPC, in his speech, said that the 3rd China · Chongqing (Wulong) Green Development Practice Forum provides an important platform for academic and idea exchanges on green development in China and other countries around the world.
