SCO Countries Meet Chongqing ①| Bilateral Dialogue and Trade

Introduction to Chongqing-The Islamic Republic of Afghanistan Exchanges

I. High-level Mutual Visits

In May 2019, Deputy Governor of Bamiyan and Deputy Governor of Herat, Afghanistan, attended the 2019 SCO Heads of Region Meeting in Chongqing and met with Liu Xuepu, Deputy Director of the Standing Committee of the Chongqing Municipal People's Congress.

II. Economic and Trade Cooperation

(I) Foreign Investment

As of March 2021, Chongqing had established two Afghan foreign-invested enterprises, with a contractual foreign investment of 640,000 U.S. dollars and foreign investment in the actual use of 500,000 U.S. dollars. Investments have been made in accommodation and catering, wholesale, and retail. The relevant enterprises include Chongqing Mitu Trading Co., Ltd. and Chongqing Bahediya Catering Co., Ltd.

(II) Foreign Trade

From January to April 2021, Chongqing's total imports and exports to Afghanistan reached approx. 7.182 million yuan, up 233.1% year on year. In 2020, Chongqing's total imports and exports to Afghanistan amounted to about 8.052 million yuan, a year-on-year decrease of 33.4%.

Chongqing's exports to Afghanistan include motorcycle parts, general-purpose engines, complete motorcycles, fertilizers, cotton, and relevant woven fabrics, and its imports include cotton and relevant woven fabrics.

Introduction to Chongqing-Republic of Belarus Exchanges

I. Personnel Exchanges

In recent years, there have been frequent personnel exchanges between Chongqing and Belarus. High-level national and local delegations including the Belarus Embassy to China, the Ministry of Industry, the Ministry of Sports and Tourism, the Ministry of Agriculture and Food, and the Minsk Oblast have successively visited Chongqing for negotiation and cooperation.

II. Sister-city Relationship

In March 2017, Chongqing established sister-city ties with Minsk Oblast; in November 2018, Wanzhou District of Chongqing established friendly relations with Koper of Minsk Oblast; in December 2018, Chongqing reached a consensus on establishing and developing local friendly and cooperative relations with Vitsebsk City of Vitsebsk Province; in August 2019, Yubei District of Chongqing established friendly relations with Minsk District of Minsk Province.

III. Economic and Trade Engagement

In 2020, the total foreign trade volume between Chongqing and Belarus was about 624 million yuan.

As of December 2020, the paid-in investment by Chongqing had reached 900,000 U.S. dollars in the automobile manufacturing industry.

IV. Cultural Exchanges

In June 2002, the Chongqing Municipal Federation of Trade Unions established friendly ties and signed an exchange agreement with the Minsk State Trade Unions. In November 2015, a cultural delegation of Chongqing signed a cooperation agreement with the State Library of Minsk on the building of the library.

In April 2016, the Belarusian Cultural Union and the National Art Museum of the Republic of Belarus signed a cooperation agreement on cultural and exhibition exchanges with Chongqing Art Museum. In July 2016, 10 famous Belarusian painters visited Chongqing for a two-week collection of folk materials. They held painting exhibitions and donated more than 20 paintings to Chongqing Art Museum. In September 2016, a delegation of Minsk came to Chongqing to participate in the World Tourism Cities Federation (WTCF) Chongqing Fragrant Hills Tourism Summit 2016. In December 2016, the Chongqing Library set up a "Window of Chongqing" book corner at the Pushkin State Library of Minsk.

In January 2018, the Chongqing-Belarus Tourism Promotion Conference and the opening ceremony of the China-Belarus Tourism Year of 2018 were held in Chongqing. The Chongqing Municipal Commission of Culture and Tourism Development signed a memorandum of cooperation with the Minsk State Bureau of Sports and Tourism. In January 2018, the "Kupalinka" art performance of Belarus Art Festival 2018 and the "Belarus through a Lens" photography exhibition were held in Chongqing. On February 24, 2018, the Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People's Government, in cooperation with the Belarusian Embassy in China, simultaneously promoted in Jiefangbei, Chongqing, and the Minsk National Library. On July 14, 2018, the Chongqing Culture and Tourism Day 2018 and Chongqing Folk House Chinese Painting Exhibition kicked off in Minsk. On November 9, 2018, the Belarusian Culture and Tourism Center was established in Chongqing. On December 23, 2018, the Chongqing Culture and Tourism Promotion Center was established in Minsk. On January 27, 2020, Ambassador of Belarus to China, Senko Yury, attended the inauguration ceremony of the Consulate General of Belarus in Chongqing.

Chongqing has been studying the history and culture of Belarus for many years and has participated in the writing and publication of three books, respectively, Belarus in the Eyes of Chinese People, Belarus in the Eyes of Chinese Diplomats, and We and You: Stories Between China and Belarus.  

Ⅴ. Cooperation Against Epidemics

Early last year, the Minsk city government and the Belarusian Culture and Tourism Promotion Center donated two batches of medical supplies to Chongqing successively. In April 2020, as the COVID-19 pandemic spread around the world quickly, the number of confirmed cases in Belarus had rocketed. To support the Belarusian government and people to combat the pandemic, Chongqing Municipal People's Government had donated a batch of supplies to Belarus.

Introduction to Chongqing- Islamic Republic of Iran Exchanges

I. Personnel Exchanges

Outbound visits: In November 1999, Liu Zhizhong, then Chairman of the Chongqing Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC), led a delegation to Iran to advance the auto, motorcycle, and natural gas cooperation projects of Chang'an Automobile and Lifan Industry (Group) in that country. In December 2003, Wu Jianong, Deputy Mayor of Chongqing, led the foreign economic and trade mission to Iran, facilitating the cooperation of Zongshen Industrial Group and Lifan Industry (Group) in Iran. The two sides also negotiated to establish a joint venture engine production plant in Iran's free industrial trade zone. In June 2005, Wang Xiaoxun, Vice Chairman of the CPPCC Chongqing Municipal Committee, visited Shiraz, Iran, and signed the Memorandum of Understanding on advancing friendly cooperation and exchanges between the two cities. In December 2008, a delegation led by Wang Honghua, Deputy Director of Chongqing Municipal People's Congress, paid a friendly visit to Shiraz.

In November 2016, Deputy Mayor of Shiraz (responsible for cultural affairs) led a delegation to Chongqing to attend the 2016 China International Friendship Cities Conference.

II. Economic and Trade Exchanges

In 2020, Chongqing's foreign trade with Iran totaled about 2.49 billion yuan, up 11.1% year on year. The number of exports to Iran reached 1.92 billion yuan, down 12.9%, while imports from that country surged 1596.6% to reach 0.57 billion yuan.

Exports included autos, electronic information products, motorcycle parts; imports contained other light industrial products.

III. Sister Cities

On October 11, 2005, Chongqing formed sister city relations with Shiraz. Located in the south of Iran, Shiraz is close to the Persian Gulf, an area rich in oil. With an altitude of 1,600 m, Shiraz is 895 km away from Tehran, the capital of Iran. With a population of more than 1.5 million and an area of 220 km2, Shiraz is the capital of Fars Province and the third-largest city in Iran after Tehran and Isfahan. As one of the important cities in Iran, it is an ancient cultural center and tourist attraction of the country. It is also known as the "City of Roses and Nightingales" and "Hometown of Poets."

Ⅳ. Culture and Education

As early as 1985, Southwest University established the Center for Iranian Studies, which became one of the bases for domestic research on Iranian issues and the training of Iranian researchers.

V. Anti-pandemic Cooperation

In March 2020, Chongqing donated anti-pandemic materials to Iran. Among the 50,000 KF94 masks and 100,000 surgical masks donated to Iran, 30,000 masks were specially sent to Chongqing's sister city Shiraz, with the total value reaching one million yuan. That reflects the profound friendship between the two sides to help each other and overcome the difficulties together.

 

Introduction to Chongqing-Mongolia Exchanges

I. Important Visits

In May 2015, Mongolian Minister of Industry Jargaltulgyn Erdenebat attended the Asia-Europe Meeting Industry Dialogue on Connectivity in Chongqing.

In October 2016, a delegation of 20 people, led by Chairman of the State Great Hural Miyegombo Enkhbold of Mongolia, attended The CPC in Dialogue with the World conference.

In August 2018, Mongolian Deputy Prime Minister Enkhtubsin attended the Smart China Expo in Chongqing. In 2019, P. Zorigtbaatar, head of the Local Government Management and Coordination Department of the Cabinet Secretariat of Mongolia, Denabet, Chairman of the Citizens’ Representative Meeting of Darkhan-Uul Aimag, and Governor of Bulgan Aimag, attended the 2019 SCO Heads of Region Meeting in Chongqing.

II. Economic and Trade Exchanges

In 2020, Chongqing and Mongolia's import and export volume was 623 million yuan, up 321.1% year-on-year. In detail, the export from Chongqing reached 100 million yuan, up 29.1% year on year, and the import to the city amounted to 523 million yuan, up 641.9% year on year. Chongqing mainly exports motorcycles, steel, and glass products, while importing mineral products.

III. Scientific and Technological Cooperation 

In 2017 and 2018, Mongolian researchers participated in the two sessions of "International Training Courses on Precise and Intelligent CNC Gear Manufacturing Machine Tool Technology" organized by Chongqing Technology and Business University. They studied, communicated, and discussed the relevant technologies of intelligent CNC gear manufacturing machine tools through special lectures and expert guidance. In 2017, Chongqing Academy of Agricultural Sciences, Chongqing Zhong Yi Seed Co., Ltd., Chongqing Technology and Business University, and Jinshan Science & Technology conducted mutual visits and exchanges with Mongolian Ikh Zasag International University and other institutions.
