The Information Office of Chongqing Municipal People’s Government held a press conference on August 27 to interpret the Implementation Plan for Further Deepening Tax Collection and Administration Reform in Chongqing (hereinafter referred to as the Implementation Plan).
The Implementation Plan specifies to deepen and expand the pattern of common governance in taxation in four aspects: departmental collaboration, social cooperation, judicial protection in taxation, and international taxation cooperation.
In terms of international tax cooperation, the Implementation Plan proposes to implement the Chongqing Action Plan for Deepening Economic and Trade Cooperation with ASEAN (2021-2025), formulate international taxation guidelines for the China-Singapore (Chongqing) Demonstration Project on Strategic Connectivity, and provide “tax consultants” for the China-Singapore (Chongqing) Demonstration Project on Strategic Connectivity. The Implementation Plan will help Chongqing fully integrate into the “Belt and Road” initiative.
In terms of departmental collaboration, the Implementation Plan proposes to expand the scope and mode of inter-departmental cooperation, promote the standardization of “bank-tax interaction,” and help solve the problem of difficult financing for small and micro-enterprises. Data shows that since this year, 35,000 Chongqing enterprises have applied for 75,200 credit loans by sharing tax-related information, obtaining a loan amount of 23.668 billion yuan.
The Implementation Plan proposes to promote the development of unified administrative penalty benchmarks in the Chengdu-Chongqing region, to achieve unified tax enforcement standards and information interoperability. It also proposes establishing a coordination mechanism for cross-regional tax-related matters for large enterprises in the Chengdu-Chongqing region and accelerating the completion of the tax statistics and accounting system in the Chengdu-Chongqing economic circle.
Under the framework of the Memorandum of Cooperation on Serving the Construction of Chengdu-Chongqing Economic Circle, Sichuan and Chongqing taxation departments are speeding up various key reform tasks. The integration of tax collection and administration in the Chengdu-Chongqing region has achieved initial results. For example, the first “new mode” of online cross-province tax payment in China, 34 commercial banks pay taxes across provinces “with one click,” 38 services such as “new taxpayer registration” and cross-province (city) migration were realized through “one-click” on the online tax bureau.
According to statistics, in the first half of this year, taxpayers in Sichuan and Chongqing visited each other’s websites 10,879 times and handled 6,304 cross-province businesses.
Modern information technology represented by the Internet, big data, and artificial intelligence is changing rapidly, and taxation must keep up with the development trend and seize the opportunity for technological innovation.
“The Implementation Plan specifies that powerful and intelligent taxation will be basically built by 2025. This necessitates giving full play to the key and leading role of scientific and technological innovation.” Zhou Lianggang, Member of the Party Committee and Deputy Director-general of Chongqing Municipal Tax Service, said that the Implementation Plan comprehensively promotes the digital upgrade and intelligent transformation of tax collection and administration as the first key tasks.
Zhou Lianggang introduced that the Implementation Plan proposes to take the construction of the “smart city” of Chongqing as an opportunity to promote the digital transformation of tax collection and administration into Chongqing’s “14th Five-Year Plan” and “renowned smart city” Construction.
