Chongqing- The central urban areas have revolved around the goal of being "a leading area for industrial upgrading, a source of scientific and technological innovation, a pilot area for reform and opening up, and a livable area with high-quality life" over the past year, according to the Chongqing Development and Reform Commission on the occasion of the Chongqing Central Urban Areas Work Symposium.
Through the in-depth implementation of the action plan for the construction of Chongqing's central urban areas from 2020 to 2022, Chongqing has catalyzed the integrated development of the central city and the new urban areas, giving full play to the advantages of central urban areas as the core.
In the first half of this year, the GDP of central urban areas exceeded one trillion yuan (about 154.67 billion U.S. dollars), accounting for 77.8% of the city's total, channeling great energy into Chongqing's efforts to achieve high-quality development and create a high-quality life.
With the help of the Smart China Expo, the central urban areas, led by big data intelligence and in line with the goal of being "a leading area for industrial upgrading," are accelerating the advancement of the industrial base and the modernization of the industrial chain. By doing so, it will develop strategic emerging industrial clusters and advanced manufacturing clusters with international competitiveness, such as the whole industry chain of "chips, LCD panels, intelligent terminals, core components, and IoT," biomedicine, automobile, and motorcycle.
In June of this year, CR Micro, a nationally renowned chip manufacturing enterprise, announced that its subsidiary, China Resources Microelectronics Holdings Co., Ltd., signed a tripartite agreement with the China Integrated Circuit Industry Investment Fund Phase II Co., Ltd. and Chongqing Xiyong Micro-electronics Industrial Park Development Co., Ltd. They agreed to invest 7.55 billion yuan in a 12-inch power semiconductor wafer production line project.
So far, Xiyong Micro-electronics Industrial Park has forged a new IC industry chain covering EDA platform, shared IP address database, design, manufacturing, and assembly & test of chips, gathering well-known IC enterprises such as SK Hynix, CR Micro, China Electronics Technology Group Corporation (CETC), and Southwest Integrated Circuit Design Co., Ltd. (SWID). It has over 10 billion yuan annual output value, accounting for more than 80% of Chongqing's IC output value.
In addition to the whole industry chain of "chips, LCD panels, intelligent terminals, core components, and IoT," biomedicine is also one of the strategic emerging industries that Chongqing prioritizes. Chongqing International Biological City is the only biomedicine industry leader in Chongqing that has two national-level name cards of national high-tech industrial development zone and national strategic emerging industrial cluster.
In the first half of this year, Chongqing International Biological City had strong momentum of industrial agglomeration, with 13 newly signed projects. At present, 54 projects have been started by the enterprises in the park, and 38 have been put into operation. The park's output value has maintained a high-quality growth of more than 30% for three consecutive years, making it a booster for the rapid rise of Chongqing's biomedicine.
With the accelerated upgrading and in-depth integration of industries, the central urban areas have constantly optimized the industrial layout.
According to statistics, the output value of strategic emerging industries in the central city comes to 278.5 billion yuan, accounting for half of the local total industrial output value. The total output value of the industrial enterprises above designated size in the new urban areas has increased to 42.7% of the city's total, making new urban areas a pillar of industrial development. As a result, the central city and the new urban areas collectively fuel the high-quality development of central urban areas.

In May of this year, the ultra-transient experimental facility project, Chongqing's first large-scale scientific facility, officially started construction in the Western (Chongqing) Science City. As an important scientific facility with the task of original innovation, the facility will help solve core scientific issues in advanced manufacturing, advanced materials, new energy, information technology, and biomedicine.
Over the past more than one year, the central urban area of Chongqing, as one core of the Chengdu-Chongqing economic circle, has been accelerating the gathering of strategic scientific and technological resources to build an innovative city with surging vitality, centering on the construction of a nationally influential scientific and technological innovation center.
At Chang'an Automobile Global R&D Center, the number of R&D personnel ranks first among the staff.
It took eight years and 4.3 billion yuan to build the R&D center, which covers more than 66.7 hectares. The R&D center has seven functions such as design, test, and management, 12 fields such as simulation analysis, NVH (noise, vibration, and harshness), and passive safety, 180 laboratories such as hybrid power, air conditioning system and non-metallic materials, and the world's leading data center built by cloud technology.
Relying on the R&D center, innovation-driven Chang'an Automobile focuses on the fields of intelligence and new energy, vigorously carrying out the brand and product upgrading and accelerating the transformation from a traditional automobile manufacturer to an intelligent travel technology company. It has become one of the municipality's typical representatives in transforming and upgrading the traditional automobile industry and accelerating the construction of advanced manufacturing clusters.
According to statistics, over the past more than one year, the central urban areas have introduced 40 R&D institutions, signed 104 paired construction agreements with innovation subjects, added 38 municipal key laboratories, attracted 642 high-level talents and 3,938 high-tech enterprises, and cultivated 27,900 science and technology enterprises, including 1,886 industrial enterprises above the designated size that have R&D institutions.
In addition, the central urban areas have created ten university innovation ecosystem rims, added three national startup incubation platforms, and built 65 startup and innovation platforms and 3,275 teams of enterprises to be incubated. They have become the most dynamic and innovative city in Chongqing and even the Chengdu-Chongqing economic circle.
On September 10, Chongqing's cross-border highway freight service was officially launched in Vietnam. So far, Chongqing has opened ten cross-border highway freight service lines.
As a major corridor of international logistics from Chongqing to the south, Chongqing cross-border highway freight service features safety, efficiency, and flexibility, thus favoring enterprises. Since the launch of the service in 2016, the corridor's capacity has gradually expanded, and the lorries have departed more than 7,400 times. This year, the lorries have set off over 2,400 times, with a year-on-year growth of 48%, which strongly promotes Chongqing's opening-up level.
The central government has entrusted Sichuan and Chongqing with the common mission of building an inland reform and opening up highland.
On January 1, the China-Europe Railway Express reached a milestone: the two freight trains of China-Europe Railway Express (Chengdu-Chongqing), initiated by the two cities, departed respectively from Chongqing and Chengdu at the same time.
More than 14,000 trains, including over 5,000 in 2020, have departed from the two cities, accounting for more than 40% of China's total. With the joint efforts of the two places, the freight service can cover the whole of Europe and further improve the level of the opening-up corridor of Chongqing.
As an important development platform for the municipality, China (Chongqing) Pilot Free Trade Zone has implemented all the 151 pilot reform tasks, and the six pilot reform experiences and best practice cases such as financing settlement by railway bill of lading L/C have been promoted countrywide.
Relying on the New International Land-Sea Trade Corridor, the Free Trade Zone has promoted the innovation of multimodal transport, issued the first multimodal transport bill of lading of China International Freight Forwarders Association, and promoted the shipping model with shipping railway containers, and reduced the customs clearance time by 40%.
In the first half of this year, the total foreign trade volume of the central urban areas reached 371 billion yuan, accounting for 98.5% of the municipality.
