Chongqing –Recently, the 14th Five-Year Plan(2021-25)  for the Development of Social Insurance in Chongqing was officially released.

The Plan consists of seven chapters and 23 sections, and it adheres to the five principles of putting people first, systematic concepts, deepening reforms, shared development, and law-based administration. The Plan focuses on deepening various reforms and innovations in the social insurance field and closely follows the five major areas of universal participation, social insurance system, social insurance benefits, social insurance fund supervision, and social insurance management services. It also specifies seven specific indicators. To complete the indicators, Chongqing Municipal Human Resources and Social Security Bureau will launch three special action plans for social insurance, expansion and quality improvement of the universal participation plan, reinforcement and cultivation action plan, and handling service "digital transformation" action plan. In order to further meet the people's growing needs for a better life and promote the high-quality and sustainable development of social insurance.

The key work

It points out that the expansion of social insurance and universal participation are the top priorities of social insurance work. From cities and towns to rural areas, from employees to the whole people, more and more flexible employment and new types of employment personnel will join the insured team. Chongqing Municipal Human Resources and Social Security Bureau will use the power of big data and artificial intelligence to continuously improve the national insurance pool and continue to promote precise expansion. Continuously improve the social insurance system, optimize the insurance structure of various types of insurance, and improve the basic pension insurance payment standard for urban and rural residents and the dynamic adjustment mechanism for payment subsidies. Further strengthen the pattern of paying more for more and paying more for long-term payment, forming a "multi-level, multi-pillar" pattern.

The main goal

The Plan clarifies the main goals during the 14th Five-Year Plan period. These goals are to continuously improve the social security system in urban and rural areas, continue to consolidate social insurance coverage, steadily improve social insurance benefits, fund operation more safely and smoothly, more efficient and convenient management services, and improve coverage of the entire population, overall urban and rural, fair, unified, and sustainable multi-level Social Security System.

Seven  indicators

By 2025, Chongqing will achieve 24 million people participating in basic endowment insurance; 6.1 million people participating in unemployment insurance; 7.5 million people participating in injury insurance; basic endowment insurance participation rate stabilizing above 95%; the basic pension insurance benefits for urban and rural residents are more than 180 yuan per month; the total entrusted investment funds of the basic pension insurance fund for urban and rural residents are more than 7 billion yuan; twenty municipal social insurance public service standardization bases will be built.
