Chongqing-On December 17, Chongqing Municipal People's Government held a press conference to release The Plan for Protection and Application of Intellectual Property Rights in Chongqing during the 14th Five-Year Plan Period (2021-2025).

Centering on the creation, application, protection, management, and services of intellectual property rights (IPR), the Plan sets out 12 anticipatory indicators, five key tasks, and ten special programs.

12 Anticipatory Indicators

The Plan clarifies adopting the "national indicators + self-selected characteristic indicators model."

The 12 anticipatory indicators include 16 invention patents per 10,000 people, 12 high-value invention patents per 10,000 people, 700 authorized overseas invention patents, 300 geographical indications, the revenue of 1 billion yuan ($156.9 million) from IPR services, etc. in Chongqing by 2025.

5 Key Tasks

The five key tasks come as follows:

First, develop an IPR protection system to upgrade innovation and a business environment.

Second, refine the IPR creation mechanism to enhance innovation capacity.

Third, improve the efficiency of IPR applications to promote industrial development and regional integration.

Fourth, establish a sound IPR service system for the convenience and benefit of the people.

Fifth, create a basic environment for promoting high-quality development of IP undertakings.

10 Special Programs

The Plan details ten special programs, such as IPR protection capacity improvement, IPR protection in key areas, high-value patents empowering high-quality economic development, trademark and brand building, copyright innovation boosting the development of cultural industry, IP operations, and financial innovation, and promoting the application of geographical indications.

In addition, the following three guarantees are defined in the Plan: strengthen organizational leadership, increase resource investment and step up supervision and assessment.
