Developing New Energy Sharing in Chengdu-Chongqing丨NPC Deputy

Chongqing- If Chengdu-Chongqing cooperation could expand into new energy sharing, it would benefit both sides and help boost the green economy, said Zhang Xinghai, Deputy to the NPC and Chairman of Sokon Group.

Zhang will be ready for the 13th National People's Congress (NPC), which will kick off its fifth annual session in Beijing on March 5, 2022.

New energy sharing 

Zhang thinks the Chengdu-Chongqing economic circle has been a great strategic plan for China. This year, the Chongqing delegation will continue to propose more beneficial projects for the two places.

Chinese car companies have been working hard on new energy vehicles in recent years. Zhang suggested that the government could support the new energy vehicles relying on marketization, especially financing.

"For high investment in research and development, high-tech core technologies must be in our own hands," he said. 

Zhang sees resources such as electricity, hydroelectricity, and natural gas in Sichuan are more abundant than that of Chongqing, leading Sichuan to form the country's largest production province of power batteries for new energy vehicles. 

"If Sichuan produces batteries and Chongqing produces electric vehicles, then it will be easy for both sides to become a giant industrial chain of new energy," he said. 

In addition, this plan meets the "dual carbon" goals, which refers to the idea that China would reach its carbon emissions peak by 2030 and achieve carbon neutrality by 2060.

"In the future, new energy vehicles will target the carbon credits and emission credits," he continued. "The use of low-carbon batteries and low-carbon products are helpful for the green economy."

Besides, Chongqing's government work report also indicated the importance of developing the automobile industry, including the construction and production of quality new energy vehicles during the 2022 Chongqing Two Sessions.

Data security 

In addition to the production of new energy vehicles, data security protection serves as another topic that Zhang is concerned about.

Due to the transformation from traditional fuel-based cars to smart electric vehicles, the new energy vehicles are irreplaceable protagonists in the intelligent travel ecosystem. These cars can generate, collect and transmit massive data from multiple sources, ranging from user data to cars information. 

He said that China should establish a supervision mechanism for those products and services that involve a large quantity of critical data to independently control the most automotive mobile internet terminals and related data.

To this end, the country should use data security as one of the key indicators to support independent brands of electric cars, to increase the investment in research and development of data security.
