Chongqing- Today, we are going to look at the term 议 (yì) 案 (àn), which is a motion. As the National People's Congress (NPC) is China’s top legislature, a motion becomes legally binding once it has been adopted.
According to the Constitution, NPC deputies have the right to submit motions within the scope of functions and powers applicable to the NPC and Standing Committee in accordance with legal procedures.
After deliberations by NPC deputies throughout meetings, delegations, or panels, a motion is transferred by the presidium to a special committee, which produces a detailed report. The presidium then decides on whether to submit the motion for an NPC vote at the plenary session.
Final adoption requires a simple majority in favor.
