Chongqing- How to build the Western (Chongqing) Science City at a high level and make it a national-level scientific and technological innovation center? Zhu Huarong, deputy to the National People's Congress (NPC), Secretary of the Party Committee, and Chairman of Chang'an Automobile Co., Ltd., gave his suggestions in an online press conference in Chongqing on March 6.

Zhu Huarong said that the construction of the Western (Chongqing) Science City shares the strategic opportunity formed by the intelligent transformation of the automobile industry. Seizing this opportunity to speed up the industrial layout is of great significance to promoting the high-quality development of technology and the economy.

He put forward six suggestions based on his own work experience.

First, to construct an automotive intelligent manufacturing innovation center. Integrate the resources of enterprises and research institutes in the industries of automobile, transportation, and communication to set up an automobile intelligent manufacturing innovation center. Thus, to carry out collaborative research on key technologies of automobiles and transformation and application of technological achievements.

Second, to promote new infrastructure for smart transportation. Zhu suggested introducing policies to encourage the creation of smart parking lots and connect the parking lots data to the municipal platforms to realize the sharing and exchange of the parking data assets of the city and accelerate the new infrastructure construction of the intelligent network in Chongqing.

Third, to increase the application of new energy vehicles. Zhu suggested accelerating the construction of charging and battery swapping infrastructure, upgrading the power grid in the core business districts, and placing supercharger stations. Moreover, speed up the layout of battery swapping stations and the deployment of hydrogen energy supply infrastructure to meet the needs of hydrogen energy operational requirements.

Fourth, to introduce innovative high-end resources. According to the functional positioning of the automobile industrial park, it will further attract high-end enterprises, such as automotive electronics, artificial intelligence, new energy, and intelligent manufacturing, to build a competitive industry cluster.

Fifth, to support the research of basic and forward-looking technologies. In terms of electrification, comprehensive technology and industrial chain will be formed to seize the highland of zero-pollution vehicles. In terms of intelligence, it will study high-level smart driving technology and Internet of Vehicles technology and support the product research and development of high-performance sensors, electronic control systems, dedicated chips, and other key technologies, thus improving the viability of enterprises.

Sixth, Zhu suggested the government continue to optimize the environment for high-caliber talents recruitment and introduce more high-level talents for enterprises.
