Chongqing- Peking University Chongqing Big Data Research Institute launched a high-profile software product named Beitai Tianyuan, the first scientific computing software with independent intellectual property rights in China, breaking the monopoly of foreign countries in scientific computing software.

The institute took a year to develop this product and achieve breakthroughs in completely independent research and development from architecture design to key core technologies. As a computing base for general-purpose basic and domestic industrial software, Beitai Tianyuan will support the rapid development of multiple software types for the whole industry's application needs,  supporting universities and research institutes to conduct basic computing and scientific research. 

Beitai Tianyuan is only one example of the incredible scientific progress with new products made by Peking University Chongqing Big Data Research Institute, which was settled in the Western (Chongqing) Science City. As a science city and innovation highland, the Western (Chongqing) Science City is promoting the software industry, according to the Management Committee of Chongqing High-Tech Industry Development Zone. This move will encourage the construction of the Western (Chongqing) Science City into a core science and technology innovation center with national influence and a comprehensive national science center leading regional innovation and development.

"4+4" software industry system

To this end, the Western (Chongqing) Science City plans to build a "4+4" software industry development system, that is to expand and strengthen four core industries of automotive software, artificial intelligence, industrial software, and information technology application innovation software, and to elaborate and specify four characteristic industries of integrated circuit (IC) design, digital cultural innovation, digital construction, and digital finance.

What clear goals and initiatives can be realized? 

The first is to introduce leading enterprises to gather industrial ecology. Take Chongqing Zhongguancun Zhiku Technology Service Co., Ltd. as an example. It has introduced 41 technological software enterprises in over a year since its settlement in July 2021. Boasting more than 100 projects with intellectual property rights, the enterprise covers the industrial Internet, Internet of Things (IoT), and 5G communication industries. 

The second is to introduce talents. According to the characteristics of talents at different levels in software enterprises, Western (Chongqing) Science City provides talent support through individual income tax relief, resettlement subsidies, housing subsidies, children enrollment, and so on. Meanwhile, enterprises and universities should be encouraged to promote talent communication through joint training and establishing school-enterprise training and internship bases.

The third is to optimize the environment. In the past two years, the Western (Chongqing) Science City has reduced the settling-in cost of enterprises through rent reduction and other measures. For example, subsidies will be given to enterprises selected into the national top 100 software business income and top 100 Internet enterprises in China for the first time, as well as software and information service enterprises with primary annual business invoicing revenue reaching a specific scale for the first time.

To reach 80 billion yuan by 2025

With a series of measures, the software industry in the Western (Chongqing) Science City has already witnessed outcomes. Nearly 300 software enterprises have settled here, including 17 standard-sized ones, one state-level critical software enterprise, one unicorn, ten city-level key software enterprises, and 16 technologically advanced small and medium-sized enterprises, including Terminus, Baidu Apollo Intelligent Mobility, and Huawei Technology.

The Western (Chongqing) science city is actively building a "one park, two zones, and multi-point space" software industry pattern with Jinfeng Software Park as the industrial logo, Xiyong micro electronic park business ceTnter area and Fulicheng area in college city as the core industrial agglomeration, consisting of critical industries and innovation carriers such as the Science Valley, Chongqing Science Center of the Chinese Academy of Sciences, China Electronics (Chongqing) software park, and Everbright artificial intelligence industrial base.

By 2025, the software business income of the Western (Chongqing) Science City is planned to reach 80 billion yuan (about 11.8 U.S. dollars). It will become an influential software industrial park in western China.
