The other five members of the Chongqing Municipal Committee of CPPCC made suggestions on the topic of "Accelerating the Creation of an Important Growth Pole for High-quality Development" on the same day.
To facilitate innovation, Fan Lixin has proposed that Chongqing build a modern industrial system and accelerate the construction of two 2 trillion yuan industrial clusters for intelligent connected new energy vehicles (NEVs) and electronic manufacturing. The six characteristic industrial clusters of integrated circuits, intelligent equipment, advanced materials, biomedicine, new energy, and new energy storage will be developed and expanded. The city will target new fields, such as satellite Internet, artificial intelligence, and green and low-carbon development. In addition, it will make every effort to establish a national center for advanced manufacturing. By 2027, the added value of the manufacturing industry will account for about 28% of GDP.
Fan explained that Chongqing would be committed to building a strategic hub of the Belt and Road Initiative (BRI) and linking itself to the dual circulation of domestic and international markets to create a regional economic cooperation platform and realize high-level opening-up. By 2027, Chongqing will enter a new phase in the development of an opening-up inland hub, in which the total volume of imports and exports will exceed one trillion yuan (about 149 billion U.S. dollars) and reach 1.1 trillion yuan.
"Chongqing is an invaluable cluster for the development of China's electronic information industry," said Zhang Yan, a member of the Chongqing Municipal Committee of the CPPCC and President of the China Academy of Information and Communications Technology (CAICT) West China. In recent years, Chongqing has formed two hundred-billion-level industrial clusters represented by intelligent terminals and the software and information industry and ten-billion-level industrial clusters for such fields as integrated circuits and new displays. It has become one of the world's largest manufacturers of laptops, mobile phones, and LCD panels, and ranks among China's top ten manufacturers.
According to Zhang, Chongqing should further improve its electronic information industry strength and quality in order to vigorously expand the scale of the industry and build an important national advanced manufacturing base.
Xu Lin, a member of the Chongqing Municipal Committee of the CPPCC and CTO of SERES Group, said, "In the future, the competition of intelligent connected NEVs will be more than the competition between two brands but two ecosystems. The only way finished automobile enterprises can find a way to economic growth is by cooperating with other market participants, rather than developing alone. As a result, Xu suggested accelerating the NEV ecosystem construction in the Chengdu-Chongqing region.
"Against the current backdrop, the Chengdu-Chongqing economic circle has the foundation to build an ecosystem of high-quality manufacturing of intelligent connected NEVs," said Xu. As for the industrial chains, there are currently 45 finished automobile enterprises in Sichuan Province and Chongqing Municipality, with more than 1,600 supporting service suppliers at different levels and an annual output of over RMB 70 billion. In the period from January to November 2022, nearly 2.7 million vehicles were produced in Sichuan Province and Chongqing Municipality, accounting for 11% of national automobile production. Chongqing has obvious advantages in finished automobile manufacturing, while Sichuan Province boasts an industry-leading advantage in intelligent networking and auto parts. At the same time, the two places have abundant intellectual and technological resources, such as universities and scientific research institutes, which lay a solid foundation for industry-university-research cooperation.
Sichuan Province and Chongqing Municipality have a solid foundation and a strong will to develop the NEV industry. It will help to accelerate the creation of a regionally integrated, intelligent, and connected ecosystem for the NEV industry.
Zhang Hongming, a member of the Chongqing Municipal Committee of the CPPCC, Vice Chairman of the Chongqing Municipal Committee of the Revolutionary Committee of the Chinese Kuomintang, and Director of the Chongqing Financial Development Service Center, put forward three suggestions.
First, digital finance should be leveraged to empower and serve the real economy, thus promoting the construction of a new digital city. Opening data interfaces for government departments, financial institutions, and market entities should be done orderly at different levels, with a target of establishing a data asset exchange center in western China as soon as possible.
Second, green finance should be utilized to empower and optimize resource allocation for the construction of a new green city by steadily promoting the reform and innovation of green finance and exploring the establishment of a green investment and financing center, a market trading center for environment-friendly factors, and a trading center for carbon emissions rights in the upper reaches of the Yangtze River.
Third, it is crucial to adopt science-based innovation finance in order to empower and promote the development of technology. With the support of Western (Chongqing) Science City, Chongqing Liangjiang Collaborative Innovation Zone, and Guangyang Bay Smart Innovation Eco-city, Chongqing will accelerate the gathering of scientific and technological innovation financial resources and the construction of a scientific and technological innovation center with national influence.
Li Jie, a member of the Chongqing Municipal Committee of the CPPCC and a member of the Party Work Committee and Administrative Committee of the Chongqing Liangjiang New Area, stated that they would accelerate the construction of a competitive and sustainable modern industrial system and strive to build an upgraded version of modern construction with recognition and influence in China.
Currently, Liangjiang New Area is focusing on building an influential electronic information industry base to continuously expand the three industrial clusters of new displays, intelligent terminals, and integrated circuits. The cultivation and expansion of emerging industries, such as intelligent equipment, biomedicine, advanced materials, and new energy storage, will be accelerated.
Starting with Chongqing Automobile Software Park, Liangjiang Software Park, and Lijia Yuelai Smart Software Park, Liangjiang New Area will also fasten its pace in building ten characteristic software and industry information parks. It will promote the innovative development of the industrial Internet and strive to build a demonstration zone for the innovative development of the industrial Internet with national influence.
Peng Shiquan, member of the Chongqing Municipal Committee of the CPPCC, member of the Party Work Committee and Deputy Director of the Management Committee of Western (Chongqing) Science City Chongqing High-tech Industrial Development Zone, and member of the Education Work Committee of the CPC Chongqing Municipal Committee, pointed out that in 2022, Western (Chongqing) Science City drove forward the coordinated development of science, industry, and the city, and its GDP growth rate ranked among the top citywide. The main economic indicators have continued to improve. Over the designated size, strategic new enterprises accounted for 86% of total industrial output value above the designated size, and R&D investments accounted for 5.4%. According to Peng, the Western (Chongqing) Science City will accelerate the collection of innovation resources. Driven by the construction of the Chengdu-Chongqing Comprehensive Science Center (Jinfeng), which covers an area of 100 square kilometers, first-class scientific and technological innovation resources will be allocated around key fields, including intelligent technology, life science, and low-carbon technology.
Companies will be encouraged to work with universities, research institutes, research and development organizations, and others to tackle key problems in original and groundbreaking technological breakthroughs.
