Chongqing- January 16 witnessed a press conference with deputies to the Chongqing Municipal People’s Congress (NPC Chongqing) talking about how Chongqing citizens can better participate in the legislation, protecting their rights and interests. 

The report of the 20th National Congress of the CPC proposed to develop a whole-process people's democracy, which is embodied in a democratic election, consultation, decision-making, management, and supervision, said Zhang Lianghao, an NPC Chongqing deputy and director of Research Office of the Standing Committee of the Chongqing Municipal People's Congress. 

Data showed that, from 2018 to 2022, the Standing Committee of Chongqing Municipal People's Congress enacted 42 regulations and regulatory decisions, revised 22 regulations, and reviewed and approved 9 individual regulations. 

Reasonable consultation with experts is an important way to promote democratic legislation, said Li Li, an NPC Chongqing deputy and deputy director of the Legislative Affairs Commission of the Chongqing Municipal People's Congress. 

The Standing Committee of the Fifth Chongqing Municipal People's Congress invited 40 legislative experts from state agencies to universities and law firms, to deal with related laws and regulations issues. 

People's well-being is key to the legislation development

At the press conference, Li shared a case of the legislative process of Chongqing's newly dog-raising management regulations, to represent how the city develops a whole-process people's democracy. 

During the process, Chongqing has listened to the people's voices through various methods to widely solicit opinions from social organizations, grassroots, pet treatment institutions, and so on. 

Meanwhile, Chongqing has carried out in-depth research to provide scientific references for legislative decision-making. For example, during the deliberation process, more than 20,000 valid questionnaires were conducted on key issues, including banning dangerous and aggressive dogs.

"People's well-being is the key to the development and legislation," said Li. "Chongqing should enhance the whole-process people's democracy by strengthening system construction in local legislation."

Mountain trail construction in Yuzhong District

As the mother city of Chongqing, Yuzhong District is famous for the city's urban landscape and distinctive culture. 

He Jiguang, NPC Chongqing deputy and director of the Standing Committee of Yuzhong District People's Congress, said the construction of the mountain trail is closely related to people's lives and millions of tourists. 

Meeting the residents' demand, as early as 2017, Yuzhong District proposed to accelerate the trail system's construction, where the Standing Committee has continued to follow the plan and listened to related reports for five consecutive years. 

Now, the 115-km trail in Yuzhong District has been formed, attracting many domestic and foreign tourists. Meanwhile, the Zengjiayan trail was newly opened last December, with 1.8 kilometers, where residents and tourists can enjoy the beautiful landscape of cliffs and the Jialing River.
