Chongqing- By the end of the 14th Five-Year Plan period (2021-2025), Southwest China's Chongqing will build over 30 municipal-level green parks and over 300 green factories, according to the recently issued Chongqing's industrial carbon peak implementation plan. 

Located on the upper reaches of the Yangtze River, the city of 34 million boasts key geographic advantages as a strategic pivot in the national development program for the western regions, as well as a connecting point for the Belt and Road Initiative and the Yangtze River Economic Belt.

The plan set a target for the energy consumption of industrial added value, which will drop by 14.5% compared with 2020, laying a solid foundation for achieving the carbon peak.

The plan states that, during the 15th Five-Year Plan period (2026-2030), Chongqing's emerging green industries will become a new driving force for the industrial economy. 

A modern industrial system characterized by high efficiency, green, recycling, and low carbon will be formed to ensure that Chongqing's industrial carbon dioxide emissions will peak by 2030. 

Super energy-efficient and zero-carbon factories

To achieve the goal, the plan put forward six critical tasks, including optimizing industrial structure, promoting energy saving and carbon reduction, implementing green manufacturing, strengthening green supply support, developing a circular economy, and pushing up for carbon peaking in critical industries. 

For example, Chongqing will strengthen emerging green industries and cultivate a group of large-scale and low-carbon enterprises with solid competitiveness in intelligent networked new energy vehicles, new electronic products, advanced materials, energy-saving, and environmental protection equipment, etc. 

Meanwhile, green and low-carbon factories and industrial parks are also needed to improve clean production. The plan proposed to build super energy-efficient and zero-carbon factories with internationally advanced levels, aiming for the low-carbon and zero-carbon goals. 

Furthermore, Chongqing will promote carbon peaking in critical industries such as iron and steel, building materials, and chemicals to conduct low-carbon technological transformation and scenarios' development for fewer carbon emissions.
