Chongqing- Nine members of China's National Committee of the Chinese People's Political Consultative Conference (CPPCC) have jointly called for support to standardize the development and application of domestically produced ChatGPT. This call comes with the need for China to enjoy the benefits of AI technology.

Gao Xinbo, a member of the CPPCC and the president of Chongqing University of Posts and Telecommunications (CQUPT), said that schools must quickly study the trends in education in the AI era, identify and adapt to changes, and take the initiative to reform education to cultivate responsible citizens who can legally use AI.

As an advanced tool, ChatGPT has the potential to be used for both good and evil. This is primarily determined by the values of the people who use this technology.

During this year's Two Sessions, Gao and other CPPCC members jointly submitted a proposal to accelerate support for and standardize the development and application of domestically produced ChatGPT in the field of education.

Gao said it is necessary to accelerate support for and standardize the research and development of domestic ChatGPT. The performance of ChatGPT is closely related to the content and quality of the large data sets it has learned. 

At present, ChatGPT mainly learns from English-language materials, and there is not enough Chinese information. Although it considers numerous Chinese entries in Wikipedia as training materials, the proportion of Chinese content is relatively limited. For example, if a user asks ChatGPT a technical question in English, its answer will be much more precise.

The proposal put forward by the CPPCC members states that China should invest in the research and development of domestic ChatGPT and establish relevant regulations to ensure that ChatGPT aligns with China's values and meets the needs of the education industry. 

The committee also called for greater attention to developing natural language processing technology in China to reduce the country's dependence on foreign technology.

The research and development of domestic ChatGPT must also follow the new concept of innovative, coordinated, green, open and shared development.

ChatGPT is a generative language model that has made significant advances in universal artificial intelligence by relying on billions of model parameters and massive training data. Although the current level of ChatGPT's capabilities may not be perfect, it has shown strong potential for growth as AI technology evolves.
