Chongqing's Market Procurement Trade Pilot Builds Southward Link with ASEAN

By ZHAN CHEN|Jun 26,2023

Chongqing - Two customs-supervised vehicles carrying 40 High Cube (HC) containers arrived at the customs supervision area in Chongqing, Southwest China, on June 20, with efficient processes and fast clearance procedures implemented by Yongchuan Customs District.

This result marks a milestone for the market procurement trade mode pilot project in Chongqing, following the successful launch of the China Railway Express and cross-border highways.

Shipping through the China-Laos Railway and river-sea transportation, establishing a trade connection that stretches southward towards ASEAN, a new pathway for cross-border trade exports has been created.

The market procurement trade mode is an innovative approach to foreign trade characterized by multi-varieties, multi-batches, and small quantities. This trading mode offers several policy advantages, including exemptions from value-added tax, streamlined customs clearance procedures, and innovative settlement methods.

A Chongqing-based import and export trading company has revealed that the current batch of exported goods consists of automobile rearview mirrors, headlights, fog lights, and other automotive parts. The total value of these goods is estimated to be around 204,200 yuan, weighing approximately 10 tons.

Once released from the supervision of Yongchuan Customs, these goods will embark on their journey from Chongqing Tuanjie Village on the China-Laos Railway, heading to Vientiane, the capital of Laos, via Mohan Port.

With the policy advantages of the market procurement trade mode, the efficient and convenient China-Laos Railway has improved transportation efficiency and reduced export trade costs.

On the same day, an additional 40HC container, loaded with hardware kitchenware, hardware tools, household goods, and various other products sourced from a department store in Dazu District, embarked on its journey.

With a value of approximately 187,800 yuan, these products are transported via river-sea transportation to Phnom Penh, Cambodia.

The department store, which previously focused on wholesale trade of unique domestic commodities, is pleased to have secured its first foreign trade order. The company's representative expressed their confidence in expanding into the Southeast Asian market, driven by their commitment to delivering high-quality products.

Last September, Chongqing was approved as one of the pilot cities for the market procurement trade approach in the country. The Dazu Longshui hardware market used to be the only pilot area in Chongqing.

Dazu Longshui Hardware City is a significant hardware industry base known globally, with about 560 overseas buyers in over 70 countries and regions, including Southeast Asia, Central Asia, South America, Africa, Central and Eastern Europe, and the European Union.

Implementing the market procurement trade mode is poised to foster stronger trade ties between Chongqing and ASEAN countries. By capitalizing on the strengths of Chongqing's industries and specialized markets, this trade mode will play a crucial role in facilitating the transformation and upgrading of the manufacturing industry.
