Pilot Measures to Facilitate Cross-border Trade between Chongqing, Singapore

Chongqing- Based on the characteristics of Chongqing's foreign trade and enterprise demands, the Chongqing Customs District has recently introduced 20 detailed measures to support the development of foreign trade operators, facilitating cross-border trade.

The twenty measures introduced include expanding the pilot projects for "ship-side lifting" and "port loading."

The Chongqing Customs District plans to optimize customs clearance processes by declaring port customs clearances in advance, thus enhancing the business environment. For instance, at Guoyuan Port—the largest port on the upper reaches of the Yangtze River—the scope of these pilot initiatives will be broadened to include Fuling Port and Wanzhou Port, as well as Chongqing Jiangbei International Airport.

One of these measures is designed to streamline local inspection channels, prioritizing the inspection of fresh and perishable agricultural products.

We're also introducing a pilot program for importing waste key parts for automotive R&D testing. This includes creating a "pilot list" of waste key parts for automotive R&D testing in Chongqing. The objective is to meet the R&D testing needs for key parts that are returned to the factory after the export of domestic vehicles. This move is expected to bolster the international competitiveness of Chongqing's automotive products.

Another introduced measure is the "release before inspection" process. This approach enables importers and exporters of bulk resource commodities to complete the final step post the delivery of goods.

Furthermore, the Chongqing Customs District will foster the Single Window system for international trade, especially between China and Singapore. Chongqing will trial a "one order two reports" scheme for importing and exporting goods between Chongqing and Singapore to promote data interconnectivity, mutual document recognition, and reciprocal regulatory assistance.

The Chongqing Customs District also intends to implement the tax rebate policy at the port of departure. In addition to Shanghai Waigaoqiao Port and Yangshan Free Trade Port, Ningbo Zhoushan Port will be added as an exit port. This will enable the application of the tax rebate policy on departing goods, which will help companies expedite capital turnover and lower capital costs.

To support the advancement of the processing trade industry, the Chongqing Customs District will encourage the continuous growth of cross-border e-commerce. Additionally, we will enhance the pilot program for automobile parts remanufacturing business in the comprehensive bonded zone, thus contributing to the development of Chongqing's foreign trade operators.
