Chongqing's Innovations: Addressing Aging Infrastructure and Improving Elder Care Services

By YUTING CHEN|Jul 26,2023

Chongqing - As China grapples with a growing aging population, formal long-term care services have become increasingly crucial. Traditional elder care has been eroded due to demographic shifts and socioeconomic changes. One beacon of progress in this sphere is the Third Social Welfare Institution of Chongqing.

This institution has set its sights on the pressing issue of aging buildings, making significant strides in constructing and upgrading elderly care facilities. The focus is not only on refurbishing the existing infrastructure but also on bolstering elderly care services.

New facilities with barrier-free features

The three rehabilitation zones of the Third Social Welfare Institution of Chongqing, constructed primarily between the 1970s and 1990s, have exhibited signs of aging, raising safety concerns among elderly residents and their families.

In response, the institution has greenlit plans to demolish and reconstruct the aged buildings. The conceptual design phase of the renovation has been finalized, along with the project site selection. The aim is to receive the required approvals by the end of August.

Tang Peiling, President of the Third Social Welfare Institution of Chongqing, revealed that the reconstruction plan aims to add 1,600 square meters of building area. This expansion will boost the capacity of elderly care beds from the current 220 to 260.

Keeping with national regulations and elderly feedback, the revamped facilities will incorporate barrier-free features. This approach will ensure comfortable navigation for the elderly within bedrooms, bathrooms, balconies, and indoor walking routes.

Door widths will be expanded to 1.2 meters, providing easy accessibility for wheelchairs and nursing beds. The dimensions of bed spaces and room corridors will also be designed to facilitate wheelchair mobility. The bathroom layouts will be optimized, with extra bathing assistance facilities introduced.

Further strengthening the public welfare attributes

Chongqing's Third Social Welfare Institution is also committed to enhancing its public welfare attributes. Presently, the institution houses nearly 400 senior citizens, providing 600 elderly care beds. Among the residents, 33.33% are self-sufficient, 29.43% are disabled or suffer from cognitive impairment, and 37.24% are semi-disabled.

The institution pledges to provide for all eligible needy individuals residing in the facility. Priority is given to economically disadvantaged families with elderly members who are disabled or bereft of immediate family.

But the care at Chongqing's Third Social Welfare Institution extends beyond physical needs. The institution also emphasizes the psychological well-being of the elderly residents.

Through a plethora of personalized activities, such as "Collective Birthday Parties" and "Sanfu Elderly University," the institution aims to enrich the seniors' spiritual lives. The ultimate goal is to make the elderly residents feel valued and cared for, enhancing their overall experience at the institution.
