Chongqing – Chongqing's first birth service certificate for foreigners was recently issued in Western (Chongqing) Science City. The historic birth service certificate applicants are a couple hailing from Burkina Faso, Africa. 

Zaongo Silvere Dieudonne, the husband, has adopted the Chinese name Cao Shiwei. Cao is an expert at the Chongqing Public Health Medical Center, and his wife, Ouedraogo Nabonswende Aida Nadege, is an expert in energy engineering at Chongqing University.

Cao and his wife have worked in Chongqing for over a year and have Chongqing tax payments and social insurance records. Therefore, they can receive maternity allowance by applying for a birth service certificate.

During the certificate application process, both foreign residents had names exceeding 30 characters in length, so they could not pass the system's limitation of 10 characters. This resulted in the temporary inability to generate the birth service certificate.

"Names cannot be abbreviated or simplified, and not a single letter can be omitted," explained Cao, names of over 30 characters are pretty common in his home country.

Knowing this foreign couple was unable to submit the necessary information for online certificates, the chief technical engineer of Chongqing Population and Family Information System immediately dealt with the issue after verification. Only one hour later, Cao successfully obtained the birth service certificate.

Offering overseas residents a one-stop service solution

To better meet the administrative service demands of overseas residents, the Western (Chongqing) Science City has streamlined and integrated various levels of foreign-related services. 

For example, it launched a particular web page of "Foreign-related Services Zone" on "Yukuaiban," Chongqing's online government service platform, offering foreign businesses and overseas residents a comprehensive and one-stop service solution. This approach is aimed at achieving seamless foreign-related services and facilitation. 

Foreign businesses and overseas residents can also access the specialized section by visiting the Chongqing Municipal People's Government website and typing "Foreign-related Services Zone" into the search bar, granting them entry to the dedicated webpage.

Specifically, the specialized section for foreign businesses compiles and integrates 51 high-frequency business matters, such as business establishment, operation, and deregistration, along with six foreign investment policies. This framework enables instant access to information and streamlines service processes. 

For individual overseas residents, the section features three main columns, including Convenience in Daily Life, Career Development, and Policy Compilation, encompassing 31 individual foreign-related services and 13 policy guidelines for easy access, offering comprehensive, one-stop solutions to make life more convenient and comfortable for overseas residents living in the Western (Chongqing) Science City.
