Chongqing Tax and Customs Strengthen Collaboration for Data Sharing and Efficient Governance

Chongqing On January 18, the Chongqing Municipal Tax Service, the State Taxation Administration, and the Chongqing Customs District signed a memorandum of understanding. 

The memorandum details 16 measures to deepen and expand cooperation in data sharing, boosting the efficiency of tax and customs departments' governance and collaboration.

This initiative aims to promote a market-oriented, law-abiding, and international business environment, driving Chongqing's high-quality development and high-level openness.

Enhance services for high-credit enterprises

The memorandum specifies the overall requirements, working mechanisms, and collaborative items for deepening cooperation between the two departments. This includes joint optimization of administrative services through data sharing and other governance-related matters. 

Both departments will establish working groups, set up mechanisms for leadership meetings and regular communication, and collaborate in six areas: optimizing administrative services, advancing information sharing, strengthening collaborative supervision, deepening joint law enforcement, conducting analysis and research, and enhancing communication. 

Chongqing Municipal Tax Service and Chongqing Customs will enhance services for high-credit enterprises, focusing on the "33618" modern manufacturing cluster system. This will involve Authorized Economic Operation (AEO) enterprises, export tax rebate enterprises, and key enterprises in a joint service list to optimize administrative services.

They plan to prioritize customs and tax-related tasks through dedicated liaisons and green channels. This involves continuing "non-contact" export tax rebate procedures, speeding up the adoption of paperless "declaration-free" return clearance, and implementing other facilitation measures to boost the sense of enterprise gain.

Tax service guides for new foreign trade enterprise

According to the memorandum, both departments will also jointly promote the establishment, acceptance, and performance assessment of Chongqing's comprehensive bonded zones and bonded logistics centers. 

They aim to enhance service and management for general taxpayer status pilot enterprises in comprehensive bonded zones, support Chongqing's open platforms, refine the catalog of new foreign trade formats, create tax service guides and customs clearance manuals for new foreign trade enterprises, and implement supportive measures for new trade formats.

They also aim to build an integrated service mechanism for enterprises, jointly addressing customs and tax operation issues, conducting policy briefings, and training on application system operations. Additionally, they plan to explore enhancing service quality and efficiency through new media publicity, offline business exchanges, and other methods.

"The data-led transformation and shared data between both parties are conducive to enhancing the quality and efficiency of administrative services and supervision," said officials from both departments. As Chongqing's level of openness continues to rise, taxes and customs have broader prospects for cooperation in promoting stable and healthy foreign trade development, precisely implementing major strategies, and creating a first-class business environment. 

Both parties commit to implementing the memorandum, deepening data sharing, and aiming to create a mutual empowerment model and win-win collaboration for tax and customs. This contributes significantly to major strategic constructions like the Chengdu-Chongqing Economic Circle, the New International Land-Sea Trade Corridor, and the Yangtze River Economic Belt.
