Cultivating New Quality Productive Forces to Promote High-Quality Economic Development in Chongqing | CPPCC Members

Chongqing - During the 2024 Two Sessions, a press conference held on March 6  in Beijing focused on cultivating new quality productive forces to promote high-quality economic development in Chongqing, shedding light on the strategic initiatives aimed at transforming the city's economic landscape.

First put forward by Chinese President Xi Jinping, he noted that with innovation playing the leading role, new quality productive forces mean advanced productivity that is freed from traditional economic growth mode and productivity development paths, features high-tech, high efficiency, and high quality, and comes in line with the new development philosophy. Revolutionary technological breakthroughs, innovative allocation of production factors, and profound industrial transformation and upgrading drive new quality productive forces. Xi highlighted the concept again Tuesday when participating in a deliberation at the annual national legislative session, stressing the development of new quality productive forces based on local conditions.

In the quest to sculpt a new Chongqing, adopting and rigorously applying new developmental ideologies, transcending the conventional reliance on factor-driven economic growth, to authentically establish new quality productive forces and forge a novel trajectory for high-quality development is imperative.

Technological innovation and industry collaboration

As a pivotal economic nexus in western China, Chongqing boasts a rich technological innovation foundation and a robust industrial advancement potential, positioning it as a prime catalyst for the emergence of new quality productive forces. 

Ming Ju, a member of the National Committee of the CPPCC and the Director of the Chongqing Science and Technology Bureau, underscored the necessity to refine the framework of technological innovation. He advocates a dual approach: intensifying research in groundbreaking and disruptive innovations and accelerating the translation and application of scientific achievements to stimulate the emergence of new industries, paradigms, and momentum.

Ming spotlighted businesses' critical role in shaping a contemporary industrial ecosystem. He championed the notion that enterprises should spearhead technological innovation, especially in achieving pivotal technological breakthroughs, adopting novel technology applications, and converting scientific discoveries into practical outcomes, as these are instrumental in nurturing and reinforcing new quality productive forces. Furthermore, he accentuated the importance of consolidating innovative talent pools, treating them as the linchpin of technological progress. He called for creating a more open and inclusive innovation environment that attracts and cultivates individuals with global insights and innovative prowess.

In addition, Ming  proposed an intensification of technological dialogue and collaboration, aiming to bolster Chongqing's domestic and international partnerships in the sphere of technological innovation, thereby enhancing the exchange and application of tech-innovation resources. This initiative is poised to amplify Chongqing's influence and role within the global technological innovation network. Also, he highlighted the significance of refining the innovation ecosystem, advocating for deep-seated reforms in the science and technology sectors, dismantling barriers to innovation, and fostering a conducive atmosphere for tech-driven innovation and industrial expansion, all of which are essential to propel Chongqing's and China's trajectory towards high-quality development.

Fostering innovative talents

Gao Xinbo,  a member of the National Committee of the CPPCC and President of Chongqing University of Posts and Telecommunications, underscored the imperative of nurturing new quality productive forces with an emphasis on fostering innovative talent, acknowledging that human capital is a pivotal element in productivity. The university is at the forefront of this endeavor, refining its academic disciplines and spearheading the "Artificial Intelligence+" discipline clusters, meticulously tailored to meet the industrial needs of Chongqing and sculpt talents poised to elevate the city's economic development to greater heights.

He further accentuated that the essence of new quality productive forces is entrenched in technological innovation, stressing the need to bolster original and disruptive technological advancements to fortify the region's self-reliance in tech innovation. The university champions this cause by innovating its research frameworks and assessment methodologies, thereby catalyzing the conversion of scientific inquiries into tangible outcomes.

Moreover, Gao said that revitalizing the real economy, primarily through technological transformation and upgrading the manufacturing industry, is a critical strategy to advance Chongqing's high-quality economic progression. He advocated for a harmonious fusion of resources and a deeper integration of the digital and real economies, aiming to cultivate globally competitive industrial clusters that would infuse fresh dynamism into the economic landscape of Chongqing and beyond.

Advancing modern manufacturing cluster

Zhang Xinghai, a member of the National Committee of the CPPCC and Chairman of Seres Group, articulated that industry serves as the bedrock of Chongqing's economic advancement. The "33618" modern manufacturing cluster is pivotal, positioning the city to elevate its industrial manufacturing capabilities and forge a nationally recognized advanced manufacturing hub. Seres, actively engaged in this initiative, showcases a robust growth trajectory and innovative prowess in the domain of intelligent connected new energy vehicles, striving to cultivate new quality productive forces and spearhead both the company's and Chongqing's industrial evolution.

Zhang accentuated the boost in confidence among firms like Seres, fueled by Chongqing's conducive business milieu and robust governmental support. Seres' landmark achievements in intelligent electric vehicle innovation and service excellence are setting new industry benchmarks. He noted that a blend of diligence and strategic ingenuity has swiftly elevated Seres to frontrunner status in the new energy vehicle arena, accelerating its growth while contributing significantly to the prosperity of Chongqing and the broader manufacturing sector.

Seres' trajectory underscores Chongqing's resolve and efficacy in realizing the "33618" modern manufacturing cluster, illustrating concrete measures toward fostering industry-centric, high-quality economic expansion. In closing, Zhang reaffirmed Seres' commitment to relentless technological innovation, product and service quality enhancement, and a keen responsiveness to market and consumer demands, bolstering the sustained growth and dynamism of Chongqing's and China's industrial landscape.

Strengthening legal frameworks

The essence of new quality productive forces is deeply rooted in the industry, where innovation serves as the vital life force, demanding conducive external conditions for growth. A pivotal element in shaping these conditions is the legal framework.
