Chongqing - China's top legislature pledged to enhance the recording and review of normative documents to ensure the effective enforcement of the country's Constitution and laws, reports Xinhua.
At the local level, the Standing Committee of Chongqing Municipal People's Congress emphasized the comprehensive recording and review process to preserve the consistency of the national legal system. In 2015, they pioneered a dedicated working committee within the Standing Committee of the Provincial People's Congress.
Through leading efforts since 2023, the Chongqing Municipal People's Congress, in collaboration with Zhejiang, Guangdong, and Ningxia, has set a benchmark in local legislative recording and review, creating model legislation to guide local authorities.
By organizing specialized legislative sessions, summarizing hands-on experiences, fostering communication and collaboration, and conducting thorough research and analysis, the Chongqing Municipal People's Congress has developed a model for the recording and reviewing regulation of normative documents.
To further enhance the quality and efficiency of the recording and review process, Chongqing has, for the first time, issued a work plan for the 2023-2027 period by the Standing Committee of the Municipal People's Congress. This marks the first instance of such a plan being released at the provincial level.
The five-year plan sets goals for a robust institutional framework and enhanced supervisory capabilities, outlining 27 key tasks across five areas, with 12 major initiatives launched as of 2023.
In September 2022, Chongqing launched its online regulatory documents database, featuring over 7,400 local laws, government regulations, and normative documents from the People's Congress, as well as administrative, supervisory, and judicial bodies.
Since its introduction, the database has attracted more than 1.55 million visitors. It has also been updated and optimized for easier use, enabling the public and businesses to conduct searches with just one click, thereby boosting oversight capabilities.
The enhanced database now offers better support for the recording and review tasks and provides easier access for the public to make inquiries and supervise.
