Chongqing — On September 11, Chongqing Wansheng Economic and Technological Development Zone outlined its strategic vision for the future, focusing on high-level development and quality enhancements. The district, located in the southern part of Chongqing, aims to leverage its unique geographical position to become a pivotal area in the New International Land-Sea Trade Corridor and a premier health and tourism destination within the Chengdu-Chongqing Economic Zone.
Wansheng has a coal mining history spanning over 180 years, and its prosperity was once driven by coal. However, after more than a decade of industrial transformation, the region's economy has shifted from resource-based city to green development, singular to diverse.
According to Yuan Guangcan, Secretary of the Party Working Committee of Wansheng Economic Development Zone, Wansheng is now adapting to local conditions to develop new quality productive forces.
"We primarily focus on three measures: green industrial development, deep integration of culture, sports, and tourism, and comprehensive ecological management," said Yuan.
In terms of green industrial development, the Wansheng Economic Development Zone has launched large-scale equipment upgrades and technological transformations in the industrial sector, guiding enterprises toward green and low-carbon development. To date, Wansheng has established two smart factories and 22 digitalized workshops, making the industrial structure more intelligent and environmentally friendly. For instance, Guoneng Chongqing Power Plant has adopted "ultra-supercritical power generation technology," which reduces environmental pollution and improves fuel efficiency. This year, it became Chongqing's only coal-fired power plant to be listed as an "Energy Efficiency Leader" in the city's 2024 key energy-consuming industries.
In terms of the deep integration of culture, sports, and tourism, Wansheng, located in the transition zone between the Sichuan Basin and the Yunnan-Guizhou Plateau, boasts unique natural resources such as stone forests, karst caves, and canyons. Leveraging its ecological advantages, the region has developed over 20 tourist attractions, including the national 5A-rated Black Valley Scenic Area, Wansheng Stone Forest, and the nationally renowned internet-famous attraction Dream Ordovician Park, diversifying and enriching its tourism industry. Wansheng is now expanding the influence of its "Tourism City · Vibrant Wansheng" brand, using sites like Black Valley to develop a sports event-driven economy. Additionally, Wansheng enhances its "Night Wansheng · Trendy Life" brand by creating nighttime consumption scenes.
In terms of comprehensive ecological management, the Wansheng Economic Development Zone has focused on ecological restoration, governance, and construction as key aspects of its transformation. Ten green mines have been established, and 248,000 mu (approximately 16,533 hectares) of reforestation have been completed, increasing the forest coverage rate to 58.2%. Moreover, 57.3 square kilometers of soil erosion have been effectively controlled, making the region's transformation more distinctive and sustainable.
In terms of transportation, Wansheng is located on the central line of the New International Land-Sea Trade Corridor. "To integrate into the New International Land-Sea Trade Corridor, the first priority is to enhance connectivity," said Yuan Guangcan. Wansheng is actively advancing preliminary work on railway and expressway construction projects. Additionally, the region is promoting the application of a "one-order application" for multimodal transport, effectively connecting road, rail, China-Europe freight trains, Yangtze River shipping, and air freight. In 2023, Wansheng saw its freight volume and value along the New International Land-Sea Trade Corridor triple, with the freight export value accounting for 33.6% of the region's total foreign trade exports.
Wansheng has also established a leadership group for the construction of the Chongqing (Wansheng) Inland Dry Port as part of the New International Land-Sea Trade Corridor. This group is coordinating the development of the Chongqing-Guizhou Comprehensive Service Zone and the Chongqing-Guizhou Cooperation Demonstration Zone. On April 17, 2023, construction officially began on the Chongqing Wansheng Low-Carbon Industrial Park along the corridor. In June, the first phase of the park's initial project, producing 1 million sets of lightweight, integrated components for new energy vehicles by Cast Aluminum, was completed, and operations began.
With an expanding network of enterprises within its industrial parks, Wansheng is actively creating market opportunities for businesses, organizing participation in well-known domestic and international trade fairs, and promoting the import of high-quality consumer goods and the export of competitive products. Last year, Wansheng successfully approved the Wansheng Innovation Zone, part of the China (Chongqing) Pilot Free Trade Zone. Companies such as Fuyao Group were approved for pilot programs by the Chongqing Foreign Exchange Bureau, marking a breakthrough in facilitating trade-related foreign exchange settlements for quality enterprises.
Wansheng's future plans are anchored in strategic initiatives emphasizing high-level development and quality enhancements. By focusing on these areas, the district aims to transform itself into a modern, competitive, and livable area that attracts investment, promotes sustainable development, and improves the well-being of its residents. The district's leadership is committed to implementing these plans, focusing on innovation, sustainability, and inclusivity, ensuring that Wansheng remains at the forefront of regional development.
With these ambitious plans, Wansheng is poised to become a key player in the New International Land-Sea Trade Corridor and a leading health and tourism destination in the Chengdu-Chongqing Economic Circle.
