Chongqing - Foxconn Interconnect Technology Limited (FIT) in Chongqing has become the first company in the city to pass the Authorized Economic Operator (AEO) certification review under the new Decree No. 251 issued by the General Administration of Customs.
Decree No. 251 outlines the framework for customs credit management, covering all registered enterprises. These companies are closely monitored for compliance and trade security, with the AEO designation being the highest level of recognition.
With the AEO certification, FIT gains significant benefits, including reduced inspection rates for imports and exports, priority customs clearance, and exemption from guarantees. According to a FIT representative, AEO certification not only accelerates customs procedures but also strengthens the company’s global reputation.
The certification also allows FIT to benefit from simplified customs processes in countries and regions with mutual recognition agreements, further boosting its global trade operations in electronic components. The representative highlighted that AEO certification plays a strategic role in FIT’s international growth, especially as the company has seen a 47% year-on-year increase in its import-export business.

During the certification review, Chongqing Customs District’s AEO team evaluated FIT on several key criteria, including internal controls, financial stability, regulatory compliance, and trade security. FIT, a high-tech enterprise, specializes in the design and manufacturing of metal and non-metal molds and the development and distribution of electronic components, including display terminal products.
As of now, 104 companies in Chongqing have been AEO-certified, making the city the leader in Western China for the number of certified enterprises.
The AEO program, established by the World Customs Organization (WCO), certifies companies that meet high credit, compliance, and security standards. AEO-certified businesses enjoy faster customs clearance, fewer inspections, and enhanced trade efficiency.
Unlike the initial certification, the AEO review - conducted every five years - is more rigorous. It requires companies to demonstrate ongoing compliance and improved security measures, reflecting a long-term commitment to maintaining the highest operational standards.
Chongqing Customs District has leveraged the strength of local industries to drive manufacturing growth. According to data, around 68% of the city's 104 AEO-certified companies are in the manufacturing sector. The Xiyong Micro-Electronics Industrial Park, home to 16 certified companies, including CR Microelectronics and SK Hynix, exemplifies this growth.
In addition to supporting manufacturing, Chongqing Customs District is accelerating the export of local products. A park representative stated, "We will continue to assist more export-oriented companies in achieving senior AEO certification, helping 'Chongqing-made' products reach the global market."
