Chongqing - The "babysitting" services provided for resident enterprises at Chongqing Qijiang High-tech Industrial Development Zone showcased the support provided by the Administrative Committee to ensure smooth investment and production for businesses in the area.
These services are characterized by representing enterprises in dealings with relevant functional departments, offering an efficient service process, and solving a broad range of problems.
Deng Shun, director of the Enterprise Services Department of Chongqing Qijiang High-tech Industrial Development Zone, said by assigning officials, Qijiang can represent enterprises in their dealings with functional departments.
He explained that these stationed officials play a dual role: they are qualified government representatives who can liaise with various departments while also being trained personnel familiar with the enterprises' specific circumstances and government procedures.
Deng noted that this arrangement saves enterprises considerable time and resources, as they no longer need to hire specialized staff for government interactions. He added that all High-tech Industrial Development Zone companies have Qijiang officials stationed on-site for support.
Deng shared a story about Chongqing Unison Automotive Technology Co., Ltd. Unison, which produces aluminum alloy components for electric vehicles, urgently needed land for expansion. However, another aluminum company had its equipment seized due to mismanagement, occupying the land and delaying Unison's plans.
Stationed officials coordinated with the aluminum company owner, the court, and the notary office to legally clear the seized equipment. Their efforts resulted in clearing over 20 large pieces of equipment within a month for Unison's use.
The "babysitting" services also aim for greater efficiency in managing enterprise affairs, with a key improvement being the optimization of the approval process. Liu Jun, deputy director of the Enterprise Services Department, noted that Qijiang has transitioned from a linear procedure to a simultaneous one.
For example, land and construction permits are now processed concurrently using a single set of materials, greatly enhancing efficiency. "The time required for companies to progress from securing land to starting construction has been reduced to about 40 days, down from 158 days," Liu said.
Optimizing approval processes also reduces costs and enhances enterprises' outcomes. "Currently, a popular slogan among enterprises is that time equates to value and efficiency," Deng said. Liu noted that for Unison, the time saved, over 100 days, could generate an additional value of around 200 million yuan (USD 28.53 million).
