Chongqing - Chongqing ranks 9th in the nation for overall digital development, placing it in the top tier, according to a report released on October 12.
The press conference on the Chongqing Internet Development Report (2023) presented key findings. The city has 23.62 million internet users, with an internet penetration rate of over 74%. A national survey by the Cyberspace Administration of China revealed that Chongqing ranked 1st in both citizen satisfaction with grassroots digital governance and awareness of cybersecurity knowledge.
In 2023, Chongqing made significant breakthroughs in information technology. Leading advancements include "Konka Optoelectronics' flexible display technology" and "Guoce Measurement's nano linear grating and circular grating technologies." Changan Auto launched the "SDA smart vehicle platform," while innovative products like "Cloudwalk AI's intelligent agent," "Beitai Zhenyuan’s simulation software," and "Zhongke Yaochuan’s machine vision inspection equipment" filled market gaps and strengthened industry capabilities.
Generative AI also saw rapid growth with the formation of China's first large model alliance. Du Xiaoman's Xuanyuan large model has achieved general capabilities on par with GPT-4, while Mashang Consumer Finance's Tianjing large model empowers over 300 financial institutions and serves 190 million users.
Chongqing leads the nation in blockchain innovation. The National Blockchain Innovation Application Pilot Zone (Yuzhong District) ranked first in the country. The city's innovation ecosystem continues to improve, with the establishment of the Chongqing Tiangong Kaiwu Open Source Fund and China’s first provincial Internet Development Charity Fund. For the first time, Chongqing organized professional assessments for cyberspace-related job titles.
In 2023, Chongqing’s core digital economy industries achieved an added value of 229.66 billion RMB (about 32.15 billion USD), growing by 4.7%.
The scale of the digital industry continues to expand. Chongqing has held the global top spot in computer production for ten consecutive years, ranks 4th nationally in smartphone production, and leads the country in power semiconductors and LCD panel production capacity. The city is also rapidly building a world-class intelligent, connected, and new energy vehicle industry cluster, with locally produced vehicles like SERES AITO and Avatr leading the nation in smart automotive technology.

Industrial digitalization is advancing, with 86.1% of large industrial enterprises adopting digital R&D tools and 63.9% of key processes now digitized. Chongqing ranks first in western China for the number of national-level smart factories and has nurtured ten global "lighthouse factory" seed companies. The city has built 1,096 digital workshops and 183 smart factories. Additionally, it has fostered 104,000 e-commerce businesses and over 3,000 cross-border e-commerce companies, with online retail sales reaching 206.68 billion yuan (about USD 28.935 billion), a year-on-year growth of 22.8%.
The integration of digitalization and green development is accelerating. Chongqing was selected as one of the first national pilot cities for dual coordination of digital and green development and ranked first in low-carbon city pilots in central and western China. The city has established 133 national-level green factories and built eight national green data centers. The Carbon Hui Tong platform has traded 3.98 million tons of certified emission reductions.
Chongqing has made significant progress in digital education, achieving 100% broadband access and multimedia classrooms in all primary and secondary schools. The city has also established 11 municipal-level smart education demonstration zones and 550 smart campuses.
Digital healthcare is accessible and convenient. Chongqing has built 67 smart hospitals and 97 internet hospitals, with remote medical services covering all districts and counties and 85% of public secondary-level and above medical institutions. Over 30 million electronic health cards have been issued.
The city's digital cultural services are diverse, with initiatives like the "Chongqing Cloud Museum" and the "Bashu Cultural Relics" digital applications, making Chongqing a leader in national public culture cloud services.
Public information services are efficient and effective, with 60% coverage of electronic social security cards. The Yuyue Wage Payment Protection system has safeguarded over 3 billion RMB (about 420 million USD) in wages for workers, while the Yuyue Elderly Care service has assisted more than 1 million people annually.
Digital rural development is advancing, with 20 new smart agriculture demonstration bases and online sales of agricultural products surpassing 20.8 billion RMB (about 2.912 billion USD). The National Digital Rural Pilot (Yubei District) ranks 6th nationwide and 1st in western China.
Chongqing has strengthened digital collaboration within the Chengdu-Chongqing Economic Circle, creating a "5-millisecond" city network between Chengdu and Chongqing. The two cities have jointly developed cybersecurity, electronics, and automotive industrial clusters. Of the 311 high-frequency government services under the "Sichuan-Chongqing Interconnected Services" initiative, 252 are now fully available online, with a daily transaction volume exceeding 20,000.

Chongqing is expanding its domestic digital cooperation, promoting digital innovation in shipping and trade, fostering data sharing, and enhancing its role as a comprehensive inland hub for openness. The city launched the "Smart Rail-Sea Intermodal Transportation" platform and completed the first national multimodal transport digital bill of lading credit certificate transaction under the "One Bill System."
On the international front, Chongqing continues to advance initiatives like the China-Singapore (Chongqing) International Dedicated Internet Data Channel. The city also successfully hosted the 2023 China International Smart Industry Expo, further enhancing its global digital connections.
