Chongqing Pioneers Soil Management, Green Industry, and Zero-Waste Initiatives at District Level

Chongqing - The Chongqing High-Tech Industrial Development Zone has launched China’s first categorized management system for soil pollution surveys on land repurposed for residential or public use, officials revealed at a recent press conference.

The system establishes classified investigation lists for key, general, and other land parcels to enhance efficiency while ensuring high environmental protection standards.

The zone has streamlined soil pollution surveys with a categorized management system, prioritizing key plots for detailed checks while simplifying processes for others. This reform slashed costs from nearly 2 million yuan per parcel to under 400,000 yuan.

The zone has also simplified risk assessments, targeting the remediation of priority pollutants and high-risk areas for human health. Since the reform, seven plots have been surveyed under the new system, showcasing cost-effective and precise land management.

In Chongqing's Changshou District, green industrial development takes center stage. Luo Xiaoling, director of the Changshou District Ecology and Environment Bureau, highlighted major achievements in Yangtze River protection and the launch of Southwest China's largest hydrogen supply center, along with six circular economy industrial chains such as natural gas chemicals and iron-steel metallurgy.

Luo highlighted that the district has achieved a remarkable 99.6% utilization rate for general industrial solid waste. Additionally, Changshou's innovative "no-waste industrial park" management model has been nationally recognized as a benchmark for sustainable development.

Situated in eastern Chongqing, Changshou District has emerged as a hub for green development, leveraging its strategic location along the Yangtze River and its role as a vital land transport and port city.

In recent years, Changshou has established a 560,000-mu ecological corridor along the Yangtze River, relocated or closed 19 chemical enterprises, and implemented pollutant receiving and disposal systems at 11 river terminals. The district has also developed a state-of-the-art hazardous chemical ship cleaning center and a specialized waste disposal terminal.

The Changshou Economic and Technological Development Zone, the only chemical park in western China selected as a national water pollution emergency response pilot, features a robust five-level water pollution prevention system. The park is well-equipped to handle environmental challenges with a 1.67-million-cubic-meter interception capacity and an annual hazardous waste disposal capacity exceeding 1 million tons. It also boasts a 300-member emergency response team and six material reserve centers, further reinforcing its commitment to environmental safety.

Zhao Ya, director of the Yongchuan District Ecology and Environment Bureau, highlighted the district's efforts in creating a zero-waste city. Yongchuan has established 107 zero-waste cells across 12 categories, integrating zero-waste practices into daily life, agriculture, and logistics.

Yongchuan has made notable strides in industrial recycling, establishing China's first renewable resource recycling center for State Grid electrical waste. This facility integrates storing, dismantling, and recycling materials such as wires, cables, and transformers, fostering circularity and resource efficiency within the electrical grid system.

Yongchuan has developed a resource utilization facility capable of processing up to 1 million tons of construction waste annually in the construction sector. This facility converts waste into materials like recycled and permeable bricks, setting a strong example of how innovative recycling practices can drive sustainable urban development and create a cleaner, greener future.
