The Chinese People’s Political Consultative Conference is a united front organization under the multi-party cooperation and political consultation system led by the Communist Party of China (CPC). Its history dates back to 1949 when the CPC and other friendly parties, social organizations, and non-party individuals established the “New CPPCC.” Acting as a “provisional parliament,” it adopted the interim constitution and elected the first central government.
The CPPCC and the National People’s Congress (NPC) are usually held concurrently, collectively referred to as the “Two Sessions.” The Two Sessions are among China's most significant political events. During them, the government releases its annual work report and major policy plans for the future. As such, they are seen as a barometer for China’s development. In addition to the national-level Two Sessions, provincial, municipal, and autonomous regional Two Sessions are held first, leading up to the national meetings.
