Chongqing Unveils Policies to Supercharge Manufacturing with Grants Up to 10 Million Yuan

Chongqing - At a press briefing on January 23, Wu Tao, Vice Director of the Chongqing Municipal Commission of Economy and Information Technology, highlighted that the manufacturing sector is a major contributor to the city's economy, accounting for about 25% of the city's GDP and 30% of its tax revenue.

To enhance the "33618" modern manufacturing cluster system, the Commission, in partnership with the Chongqing Finance Bureau, has launched 35 targeted initiatives to stabilize growth, drive industrial transformation, and boost the sector's overall capacity.

Wu emphasized that Chongqing’s government has always prioritized the high-quality development of its manufacturing industry. In 2024, the city has earmarked 17 billion yuan (about USD 2.33 billion) to support the development of a national hub for advanced manufacturing.

Among the key measures, eight standout policies focus on nurturing and expanding the “33618” manufacturing clusters. These include initiatives to advance the development of intelligent connected new energy vehicles (NEVs), integrated circuit projects, and intelligent robotics.

The government will also support critical projects in advanced materials, industrial mother machines, smart medical equipment, low-altitude gear, power equipment, and electrical machinery. Key enterprises in these fields can apply for research and development funding of up to 3 million yuan, covering up to 20% of the total investment.

Additionally, the government has rolled out nine measures to facilitate digital transformation, green upgrades, and the integration of intelligent manufacturing.

Notable initiatives include grants of up to 10 million yuan for the construction of innovation centers and digital transformation projects and support for energy-saving technologies in industries such as power and steel. To further sustainability efforts, the city will promote recycling used batteries from NEVs and constructing national-level green industrial parks.

Boosting market share in the mid-to-high-end NEV segment

The first quarter of 2025 is critical for achieving Chongqing’s annual growth targets. Wu outlined key priorities, noting that the automotive sector, as a cornerstone of the national economy, has extensive supply chains, broad industry coverage, and significant economic impact.

The NEV sector combines advanced materials, next-generation information technology, and cutting-edge manufacturing techniques, aligning with Chongqing’s focus on high-end, intelligent, and green manufacturing growth.

In 2024, Chongqing aims to position itself as the Intelligent, Connected New Energy Vehicle Capital. It targets NEV production of 953,000 units, a remarkable 90.5% year-on-year increase.

Locally produced intelligent connected NEVs, such as AITO, AVATR, and DEEPAL, have gained greater traction in the mid-to-high-end market, demonstrated stronger brand influence, incorporated higher levels of proprietary innovation, and fostered a more robust industrial ecosystem.

Chongqing will focus on 100 leading enterprises, 100 high-growth companies, and 100 key support enterprises to bolster the manufacturing sector's capacity. The city will implement a unified system for enterprise service officers to proactively identify and address potential issues.

Chongqing also plans to prioritize six key project stages: reserve, start, construction, production, completion, and technological transformation. The goal for the first quarter is to secure over 250 new manufacturing project agreements, start construction on at least 75 industrial projects with investments exceeding 100 million yuan, and complete 50 key projects.
