Chongqing - Chongqing's research and development (R&D) investment is expected to reach 2.6% in 2024, up 0.12 percentage points. Its innovation index ranks highest in western China and seventh nationwide, according to the 2025 Chongqing Science and Technology Work Conference on February 19.

The integration of scientific innovation with industrial development has accelerated. In 2024, 3,292 new high-tech enterprises and 11,296 new technology-based companies were recognized, marking a 15.98% and 19.3% increase, respectively.
Chongqing has also seen steady progress in opening up and expanding international cooperation in science and technology. The Belt and Road International Technology Transfer Center was approved, a new national Belt and Road joint laboratory was established, and 10 new science and technology agreements were signed with countries such as Serbia and Thailand.
Looking ahead to 2025, Chongqing plans further to stimulate the innovation and creativity of its scientific talent. The goal is to foster the overall development of scientific and technological innovation across the city.

By 2025, Chongqing aims to achieve an R&D investment intensity of over 2.73%, with basic research accounting for 7%, more than 260,000 R&D personnel, and 25 invention patents per 10,000 people.
In addition, Chongqing will elevate its science and technology innovation center to a national level of influence. New municipal-level science and technology platforms will be established in emerging fields such as artificial intelligence, the metaverse, embodied intelligence, and biomanufacturing.
Innovation cooperation will be further expanded, especially with the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area. Chongqing will also strengthen partnerships with top universities and high-level research institutes, accelerating the establishment of the Singapore Nanyang Technological University (Chongqing) Joint Research Institute.
