Chongqing - To optimize the business environment and enhance openness, several departments in Chongqing recently launched an immigration policy initiative to introduce more convenient entry and exit measures for nearly 30 key enterprises.

During a recent briefing, officials provided detailed explanations on the document application process, required materials, approval timelines, and customs clearance procedures. They also introduced a life service guide for foreigners in the city.

In response to the global expansion needs of businesses, the exit-entry administration has implemented a series of convenience measures, such as extending processing times and adding more acceptance points to streamline procedures.

For urgent business needs, such as international market development, emergency meetings, and negotiations, a green channel for expedited processing has been established.

Additionally, business visas for Hong Kong and Macao are now available nationwide, with immediate issuance and an extended stay period of 14 days, up from 7 days, significantly enhancing cross-border business efficiency. 

Chongqing has also launched an online one-stop service for group travel, providing port visas for foreign professionals urgently invited to the city. These visas allow convenient entry through ports such as Chongqing, Shanghai, Chengdu, and Guangzhou. As the visa-free policy expands, more foreign nationals can apply for unilateral visa exemptions, mutual visa exemptions, and 24/240-hour transit visa exemptions to visit Chongqing for exchanges, trade, and other activities.

Moreover, the public security, science and technology, and human resources departments have joined forces to implement a one-stop service for work and residence permits for foreign nationals. This has reduced the overall processing time across multiple departments by 60%.

Certain materials required for foreign talent to apply for work permits can now be substituted with a commitment system. Applicants are also exempt from submitting passports when applying for residence permits and can receive a visa or residence permit valid for up to 5 years. Investors, high-level foreign talents, and other eligible groups can apply for permanent residence cards.

The relevant departments have also improved the convenience and flexibility of permanent residence permits for foreigners and enhanced the life service network, offering comprehensive support in areas such as healthcare, finance, and cultural integration.
