Chongqing — The Chongqing High-Tech Zone signed an agreement with Singapore’s Raffles Young Academy to co-establish Chongqing Raffles Private High School. This new institution will offer a three- to four-year boarding International Baccalaureate (IB) Diploma Programme tailored for Chinese students, alongside China’s high school curriculum.
The IB Diploma Programme is a rigorous two-year educational framework for students aged 16 to 19. Widely recognized for its academic challenge, the IB is accepted by universities in most countries around the world.
The project will be operated by a joint venture between Raffles Young Academy and Tuomeisi Cultural Development (Chongqing) Co., Ltd.
The agreement was signed on June 3 at a ceremony held at Chongqing's Wudu Hotel as part of the China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity (CCI)—the third intergovernmental collaboration between China and Singapore. This initiative focuses on four main areas: financial services, the aviation industry, transport and logistics, and information and communications.

Samuel Ng, Chairman of Raffles Young Academy, told Bridging News that the total investment in the project will reach 550 million yuan (approximately $ 76.5 million). The campus, situated in the Chongqing High-Tech Zone, will span an area of approximately 66 mu (approximately 44,000 square meters). The school is expected to begin classes in 2027 and will recruit teachers from Singapore.
According to the Chinese procurement platform Bidcenter, Tuomeisi initiated a tender for the “general contracting project for the construction of Chongqing Raffles International School” on August 30, 2024.
Ng highlighted Singapore’s long-standing role as a global leader in education innovation. He emphasized that introducing Singapore’s international education philosophy to western China will open up major opportunities for both regional development and academic advancement.
Besides this program, A total of 22 other projects were signed on-site, covering education, information technology, specialty agricultural exports and imports, healthcare, and green energy. The combined value of 23 projects is approximately $240 million (USD).
An official from the Chongqing Municipal Commission of Commerce stated that this year marks the 35th anniversary of China-Singapore diplomatic relations and the 10th anniversary of the connectivity initiative. Over the past decade, 323 government and commercial agreements worth USD 25.75 billion have been signed under this initiative, significantly advancing bilateral cooperation in modern services.
