Chongqing - On September 7, the "Chongqing Digital Public Welfare" Digital Talent Incubator Initiative Project Release Conference was officially launched alongside the A’hua Party Charity Carnival at Far Eastern City Shopping Center in Jiangbei District. The event drew representatives from government, media, enterprises, and universities, who voiced support for innovation in public welfare and sustainable urban development.

Before the launch, Zhang Qiong, Deputy Director of the Publicity Department of the CPC Chongqing Municipal Committee, toured the A’hua Party. She encouraged selected projects to stay close to social needs and maximize their impact, while urging Chongqing Luhai Foundation to enhance outreach and expand the reach of public welfare initiatives.

In his address, Cheng Feng, Chairman of the Chongqing Luhai International Communication Foundation, noted that the event coincided with “China Charity Day.” “We hope these projects can showcase the strengths of grassroots organizations, serving people’s livelihoods and protecting culture,” he said.
Tencent Chongqing General Manager Zheng Liang underscored the role of technology in public welfare. “For Tencent, public welfare is not one-way giving, but about using technology, platforms, and ecosystems to empower society’s creativity and provide sustainable solutions,” he said.
Guided by local authorities and supported by Tencent’s sustainability arm, the incubator aims to identify and fund projects that utilize digital tools to address social issues, while cultivating new talent. It reflects a shift from one-way donations to collaborative innovation. Over the past decade, Tencent has raised more than 1 billion yuan (about 140 million USD) for Chongqing and introduced digital skills such as livestreaming to support rural revitalization.

Seventeen projects were selected in the first round of "Chongqing Digital Public Welfare" Digital Talent Incubator Initiative Project, spanning nature education, child mental health, employment support for vulnerable groups, grassroots governance, cultural heritage, and biodiversity protection etc. Among them, one program trains retired soldiers in digital entrepreneurship, while another uses AI to foster new public welfare talents. A cultural heritage project integrates traditional crafts with digital storytelling, and the WildChongqing initiative applies data tools to engage the public in biodiversity protection.

At the Fairy Mountain Nature Education Center booth, Mr. Liu showcased bird-themed badges based on five years of ecological observation. “We want people to connect with Fairy Mountain’s wildlife,” he said. “Visitors who donate 9.9 yuan can take one home. We also provide guided tours, lectures, and summer camps to deepen public awareness of nature.”
The dual celebration underscored Chongqing’s determination to advance digitalized, internationalized, and community-driven public welfare. By combining government leadership, corporate resources, grassroots creativity, and public participation, the city is injecting fresh vitality into its public welfare ecosystem.
