Chongqing Lawmakers and CPPCC Members Share Views on City's 15th Five-Year Plan

Chongqing - The Chongqing Two Sessions concluded Feb. 1. On the same day, the Fourth Session of the Sixth Chongqing Municipal People’s Congress reviewed and approved the Outline of Chongqing’s 15th Five-Year Plan for National Economic and Social Development, submitted by the Chongqing Municipal People’s Government.

How do deputies to the Chongqing Municipal People’s Congress and members of the Chongqing Municipal Committee of the Chinese People’s Political Consultative Conference (CPPCC) view the city’s development roadmap for the next five years? Let’s hear their perspectives.

The session stressed that during the 15th Five-Year Plan period, priority should be given to economic development, with high-quality growth as the central task, reform and innovation as the fundamental driving force, and meeting people’s growing needs for a better life as the ultimate goal, underpinned by full and rigorous Party self-governance.

It called for stronger support from modern industries, enhanced innovation capacity, greater openness and hub connectivity, deeper digital transformation, and stronger Party leadership to promote higher-quality and more balanced economic growth, advance all-round human development and common prosperity, and secure decisive progress toward basic socialist modernization, while delivering tangible results through concrete actions to write a new chapter of Chinese modernization in Chongqing.

Four objectives of Chongqing's 15th Five-Year Plan are listed below:

1. Driving High-Quality Development

Aiming to push the city's regional GDP to a new milestone of 4 trillion yuan, with per capita GDP reaching 140,000 yuan. The goal is to build a globally competitive center for advanced manufacturing, industrial innovation, and talent in Western China.

2. Expanding High-Level Opening-up

Targeting a freight volume of 500,000 TEUs via the New International Land-Sea Trade Corridor (ILSTC). The objective is to form a logistics and trade hub that integrates industrial and supply chains across Europe, China, and ASEAN.

3. Creating High-Quality Living

Striving to bring the per capita disposable income of all residents in line with the national average, while increasing the urbanization rate of the permanent population to approximately 75%, making "common prosperity" more tangible and accessible for all.

4. Promoting High-Efficiency Governance

Seeking significant progress in the construction of a modern "People's City." This includes meeting carbon peak targets as scheduled and comprehensively fortifying the vital ecological barrier in the upper reaches of the Yangtze River.
